The enormous and chronic social problems of poverty in 1970 struck approximately 40 per cent of the families of Latin America or 119 million people. In 1990, of 423,913,043 habitants of Latin America, 46 per cent were living in poverty, that is to say, 195 million people were suffering this calamity (CEPAL). According to the same CEPAL, in 2002 44 per cent of the population of Latin America was poor, whereas 19.40 per cent were living in extreme poverty, indigence or misery. Seen in another way, the poverty in Latin America increased in that period of 20 years, from 1970 to 1990, 38.97 per cent. At the moment, in Latin America there are 225 million poor people. This book is an essential reference to a problem which the world must, if for no other reason than necessity, deal with in a vigorous and just manner.

Austrian academic and planner Karl Brunner was hired in Chile, Colombia and Panama from the late 1920s to advise in the professional and academic domains, marking a shift from the so-called École Française d’Urbanisme (EFU) of Haussmannesque descent towards the Austrian-German Städtebau, While coordinating the municipal office and plan for Bogotá, Brunner translated his Manual de Urbanismo – the first textbook published in Latin America about the new discipline and the first to incorporate examples from local cities. Based on his 1924 course at Vienna’s National Faculty of Architecture Brunner’s Manual emphasized the ‘scientific system’ of the discipline. Brunner was the most influential figure of his time in the urban planning of the region, but has become overshadowed by Le Corbusier's and CIAM’s prevailing influence after the Second World War. How does one prepare a plan for the recovery after a tragedy, like the September 11, 2001 terrorist attacks on New York? The book discovers the systematic features that contribute to the success of planning institutions. In cities filled with uncertainty and complexity, planning institutions effectively tackle unexpected and sudden change by relying on the old and the familiar, rather than the new and the innovative. The author argues that planning programs institutions were successful because they were bureaucratic, and relied on standardized routines, rigorous sets of established regimes, familiar programs, and institutionalized hierarchies. Also contrary to popular perception, neither the leaders at the top of the institutions nor those workers at the grassroots level were the most important in the implementation of such routines. The key actors were middle managers, because they knew the institutional structures inside out, what the routines were and how to use them, and were successful go-betweens between national governments and grassroots community groups. Case studies from Mexico City, Los Angeles and New York provide a deeper understanding of urban planning processes. The case studies reveal that systematic institutional analysis helps us understand what works in planning, and why. They also demonstrate the manner in which institutional routines serve as powerful and effective tools for addressing novel situations.
