Book excerpt: “Currently, the Ministry of Petroleum is working on the implementation of new concepts to maximise the investment map of Egypt’s upstream activities.” Tarek El Molla, Minister of Petroleum and Mineral Resources The Oil & Gas Year Egypt 2019 comes at a time when the country’s hydrocarbons industry is about to witness tremendous developments, dubbed a “golden era.” This year’s Egypt edition highlights the country’s recently achieved gas self-sufficiency and the government’s objective of turning Egypt into a regional hub for LNG trade, showcases the successful completion of recent bidding rounds and the plans in place to further intensify exploration activities, and promotes the ambitious new investments in the petrochemicals industry. “When we state that we need to become a gas hub, we think not only about Egypt, but about our neighbouring countries too. We are not competing; we are integrating. We have the infrastructure, we have a big market and network, and we also need to integrate with our neighbours for the benefit of everyone.” Osama El Bakly, Chairman of EGAS The Oil & Gas Year Egypt 2019 delves into Egypt’s strategy to become the East Mediterranean energy hub, taking advantage of the availability of gas, the country’s existing infrastructure and its strategic position. This fifth edition of The Oil & Gas Year’s Egypt series provides insight to investors and companies looking at strategic opportunities in the country, at a time when Egypt’s oil and gas industry is experiencing a renaissance.

Book excerpt: This paper reviews the experiences of a selected set of countries, including Egypt, in domestic gas pricing and rationing with an objective of characterizing contributing factors for reforming domestic gas pricing in Egypt. The main observation of the experiences is that there is a transition to market-based pricing taking place where prices are regulated. Our conclusions for the reform of gas pricing in Egypt emphasize reducing subsidizes, increasing efficiencies and providing adequate incentives to investment.

Book excerpt: Egypt's oil and gas sector is one of the most strategic sectors in the economy being the single largest industrial activity in the economy, with exports of crude oil and petroleum products constituting 40% of Egypt's export revenues and 20% of its GDP. However, Egypt is currently trapped between dwindling oil production and increasing domestic consumption, a fact which threatens the country to become a net importer of crude oil as well as deprive it of strongly needed foreign exchange. Yet, Egypt has proven natural gas reserves and its future energy outlook seems to be more affiliated with natural gas especially for future export potential. Given these conditions, a restructuring of the sector is necessary for sustainable development. Suggested strategies in line with Egypt's development efforts are outlined including gradual reduction of energy subsidies and their expected impacts on the economy.

Natural gas is only one of several major sources of energy. This lead to inter- as well as intra-fuel competition. Hence, a comprehensive analysis of the prospects for liquefied natural gas has to be undertaken within the context of the world energy scenario. This study covers four sections, the first of which deals with world energy demand, supply and prices over the foreseeable future. World demand for energy is expected to grow at an annual rate of 2.3 percent, in comparison to growth rates of 2.1 percent and 3.2 percent for oil and gas respectively. The second section analyzes the development of gas production, consumption and reserves over the past quarter of a century. The positive properties of gas as a clean and highly efficient fuel enhance its attractiveness in a world which is increasingly dominated by concerns of energy conservation and environmental protection. The third section provides a comprehensive analysis of the Qatari experience in liquefying and exporting natural gas. The analysis involves extensive calculation of costs and revenues of two LNG projects, the first of which was put on stream early in 1997, and the second scheduled to start production during 1999. Useful lessons are derived from the Qatari experience to be used in determining the technical and economic feasibility of a planned Egyptian LNG project. The fourth section analyzes the role of energy in the Egyptian economy, where oil and gas account for 92 percent of domestic energy consumption, and 10 percent of GDP. This is followed by estimates of future energy needs through 2017. The section concludes by offering a number of strategic recommendations for building a comprehensive energy policy.

Book excerpt: Hydrocarbons play a sizeable role in Egypt's economy both from oil and natural gas production and also in terms of revenues from the Suez Canal, an important transit point for oil shipments out of the Persian Gulf. Total oil production, however, has declined since the country's 1996 peak of close to 935,000 barrels per day (bbl/d) to current levels of about 660,000 bbl/d. Egypt's consumption is slightly higher than production and the country has begun to rely on a small volume of imports to meet domestic demand. Egypt also has the largest oil refining sector in Africa and since refining capacity now exceeds domestic demand, some non-Egyptian crudes are currently imported for processing and re-export.

Book excerpt: A multi-faceted account of Egyptian economic development by nineteen internationally recognized authorities and the critical challenges the economy is likely to face in the next twenty years The Egyptian Economy in the Twenty-first Century addresses the question of why Egypt, despite possessing a plethora of assets—such as a fertile agriculture, a strategic geographic location, oil and gas deposits, innumerable tourist sites, a labor force prized by regional countries, and a diaspora that remits large amounts of funds—has seldom performed to its economic potential during the last sixty years. Indeed, economic weakness created political weakness, and often exposed the country to foreign diktats. What should the country do to change this state of affairs? Nineteen internationally recognized authorities on the Egyptian economy discuss the critical challenges that the Egyptian economy is likely to face in the next two to three decades, challenges which must be overcome in order to improve the life of Egypt’s citizens and to protect the country from external pressures. Their analyses cover population and employment; development strategies; principal macroeconomic issues; development of a digital economy; fiscal and monetary matters; the external sector; poverty and income distribution; the enterprise structure; higher education; water availability; urbanization; institutional performance; and many others.
