Es en este sentido que esta obra toma forma, al realizar recomendaciones para acciones y propuestas de políticas públicas integrales y complementarias. Es importante destacar que además del ámbito federal, se enfatiza en la Zona Metropolitana del Valle de México por ser el laboratorio a partir del cual se desarrolla la política nacional en la materia y en donde es más visible y debatido el tema.
