Book Synopsis Taxing Vehicles, Fuels, and Road Use by : Kurt van Dender
Download or read book Taxing Vehicles, Fuels, and Road Use written by Kurt van Dender and published by . This book was released on 2019 with total page 58 pages. Available in PDF, EPUB and Kindle. Book excerpt: Abstract: This paper discusses the main external costs related to road transport and the design of taxes to manage them. It provides an overview of evolving tax practice in the European Union and the United States and identifies opportunities for better alignment of transport taxes with external costs. There is considerable scope for improving transport tax practice, notably by increasing the use of taxes based on road use. Distance charges offer great promise in delivering more efficient road transport. In heavily congested areas, targeted charges are a cost-effective way of reducing congestion. Fiscal objectives provide an impetus for change as improving vehicle fuel efficiency and fleet penetration of alternative fuel vehicles erode traditional tax bases, particularly those relating to fossil fuel use. A gradual shift from an energy-based approach towards distance-based transport taxes has the potential to establish a stable tax base in the road transport sector in the long run

Book Synopsis Investment and the use of Tax and Toll Revenues in the Transport Sector by : Andre de Palma
Download or read book Investment and the use of Tax and Toll Revenues in the Transport Sector written by Andre de Palma and published by Elsevier. This book was released on 2007-04-24 with total page 315 pages. Available in PDF, EPUB and Kindle. Book excerpt: Transport infrastructure developments will depend increasingly on the level of user charges. One reason is the ongoing liberalization of the EU transport sector, especially for air and rail. Another is the trend towards implementing tolls and other user charges on roads. It is expected that user charges will progressively replace government subsidies for infrastructure expansion and maintenance. Revenues from user charges may also be used to cross subsidize other transport modes. The surplus anticipated on urban roads could be used to fund infrastructure and operation of public transport and/or non-urban roads. This book brings together both the theory and the current practice of user charges, tolls and revenue use in European countries. It examines public finance aspects such as earmarking, as well as public management aspects of different pricing and revenue use principles. A set of guidelines is developed for a better use of toll and tax revenues. The set of guidelines is tested with a new cost benefit tool in case studies that cover France, Germany, Norway , Switzerland and the UK.Research in Transportation Economics is now available online at ScienceDirect — full-text online of volumes 6 onwards.
