Current regulatory efforts and proposed legislation that seek to reduce CO2 emissions could affect coal power plants. Two key technologies show potential for reducing CO2 emissions: (1) carbon capture and storage (CCS), which involves capturing and storing CO2 in geologic formations, and (2) plant efficiency improvements that allow plants to use less coal. The Department of Energy (DOE) plays a key role in accelerating the commercial availability of these technologies and devoted more than $600 million to them in fiscal year 2009. Congress asked GAO to examine (1) the maturity of these technologies; (2) their potential for commercial use, and any challenges to their use; and (3) possible implications of deploying these technologies. To conduct this work, GAO reviewed reports and interviewed stakeholders with expertise in coal technologies. DOE does not systematically assess the maturity of key coal technologies, but GAO found consensus among stakeholders that CCS is less mature than efficiency technologies. Specifically, DOE does not use a standard set of benchmarks or terms to describe the maturity of technologies, limiting its ability to provide key information to Congress, utilities, and other stakeholders. This lack of information limits congressional oversight of DOE's expenditures on these efforts, and it hampers policymakers' efforts to gauge the maturity of these technologies as they consider climate change policies. In the absence of this information from DOE, GAO interviewed stakeholders with expertise in CCS or efficiency technologies to identify their views on the maturity of these technologies. Stakeholders told GAO that while components of CCS have been used commercially in other industries, their application remains at a small scale in coal power plants, with only one fully integrated CCS project operating at a coal plant. Efficiency technologies, on the other hand, are in wider commercial use. Use of both technologies is, however, contingent on overcoming a variety of economic, technical, and legal challenges. In particular, with respect to CCS, stakeholders highlighted the large costs to install and operate current CCS technologies, the fact that large scale demonstration of CCS is needed in coal plants, and the lack of a national carbon policy to reduce CO2 emissions or a legal framework to govern liability for the permanent storage of large amounts of CO2. With respect to efficiency improvements, stakeholders highlighted the high cost to build or upgrade such coal plants, the fact that some upgrades require highly technical materials, and plant operators' concerns that changes to the existing fleet of coal power plants could trigger additional regulatory requirements. CCS technologies offer more potential to reduce CO2 emissions than efficiency improvements alone, and both could raise electricity costs and have other effects. Most stakeholders told GAO that CCS would increase electricity costs, and some reports estimate that current CCS technologies would increase electricity costs by about 30 to 80 percent at plants using these technologies. DOE has also reported that CCS could increase water consumption at power plants. Efficiency improvements offer more potential for near term reductions in CO2 emissions, but they cannot reduce CO2 emissions from a coal plant to the same extent as CCS. GAO recommends that DOE develop a standard set of benchmarks to gauge and report to Congress on the maturity of key technologies. In commenting on a draft of this report, DOE concurred with our recommendation.

Book excerpt: Carbon capture and storage (CCS) is a critical technology for reducing greenhouse gas emissions from electricity production by coal-fired power plants. However, full capture (capture of nominally 90% of emissions) has significant impacts on the technology, plant performance, and project economics that represent challenges for the first movers who implement the technology. This work finds that capturing only part of the emissions (i.e., partial capture) can facilitate implementation compared to full capture. Partial capture is easier to implement technologically, resulting in lower risk. To investigate plant performance and economics as a function of capture percentage, spreadsheet models were developed for both pulverized coal (PC) and integrated gasification combined cycle (IGCC) plant technologies. Compared to full capture, partial capture can preserve efficiency, and thus ability to dispatch electricity to the grid, thereby reducing the risk of stranding and ensuring that emissions reduction will occur. For a PC plant, the cost savings associated with partial capture are significant, and a reasonable mitigation cost ($/ton of avoided emission) is maintained. This makes partial capture for PC more implementable than full capture, and a strategy of partial capture, especially for demonstrations, will accelerate commercialization of post-combustion capture. For an IGCC, the cost savings are relatively small, and there is a mitigation cost penalty associated with partial capture. The decision between full capture and partial capture for IGCC requires a trade-off of various technological and economic priorities. Due to the cost and challenge of implementing IGCC base technology, a strategy of partial capture is unlikely to accelerate commercialization of pre-combustion capture. However, partial capture strategies will assist in maintaining a robust electricity sector compared to the alternate situation of fuel-switching from coal to natural gas. This can occur through a diversified portfolio of options for technologies and fuels, consumer protection, and reduced risk of carbon lock-in.

A variety of engineering studies have been completed that cover these aspects when a plant is operating at full load while operating at a 90 percent capture rate. These studies investigate the basic integration of the these systems, the energy penalty and the effect of capital costs; however, none of these studies comprehensively explore the ability of the capture plant and the balance of the integrated system to respond dynamically to changes in load or capture rate. These load changes occur due to a change in demand for electricity in the system, generation by variable, intermittent resources, or if the plant is equipped with the ability to store solvent to implement price arbitrage. The integrated carbon capture system can be broken down into three general modes: full capacity, load following and peak power generation. Each of these modes presents unique challenges to integration with the CCS system. The load following mode requires the ability to accommodate different ramp rates that are reflected in flue gas flow and composition. Operation at partial load will affect the quality of steam sent to the solvent regeneration unit. Depending on the setup of the steam turbine system, at lower loads multiple extractions points may be necessary or an increase of the amount of extraction steam will be required due to the reduction in steam quality. Using Aspen Dynamics, a CO2 capture system using a monoethanolamine (MEA) absorption process is simulated at various plant loads to determine the overall effects on the efficiency of the CCS unit and the balance of the system. In addition, the dynamic behavior of the CCS unit on power output and emissions is shown to demonstrate that the capability of a coal-fired power plant to load follow is not hindered by the addition of a carbon capture unit. The solvent storage mode can be further broken to two operation modes. The first is peak power production, which occurs when the solvent is capturing CO2 from the flue gas, but is minimizing or delaying regeneration to a future time through storage. This mode is used to take advantage of peak power prices by maximizing power output of the plant and maintaining a 90 percent capture rate. The regeneration mode entails the solvent being released from the storage tanks and sent to the reboiler column. Solvent storage has been shown in previous studies to have the ability to increase operating profits, but these studies have neglected to incorporate the capital costs associated with this type of operation mode and the operational issues and complexity associated with the large swings in quantities of steam required for the solvent regeneration. By including the capital costs, this study determines that a system with large duration solvent storage is not economically viable given the flexible demands of the system and current electricity price spreads. This thesis presents a framework for considering the flexible operations of a coal-fired power plant with an integrated carbon capture and sequestration system. By exploring the operational limitations of the integrated system and the economic costs, an evaluation is made of the viability of different CCS operational schemes. This study finds that the CCS unit can match the dynamics of the base coal plant and also increase the operational flexibility of the system. The increased capital expenditure to meet peak demand is viable for larger steam turbine configurations in electricity systems with high peak prices and plants with short duration solvent storage.
