Not only because they owned by the government, but also because they must adhere to multiple goals, such as serve the public interest, known as social goals and business goal. This condition makes it unfair to compare their performance to their counterparts: private firms. This book provides a decent method to evaluate SOEs, so their performance be comparable to the private ones. The method provides a tool for measuring and evaluating firm's performance beyond those available from accounting ratios measure, that are not sufficient to judge efficiency. Therefore the author also adopted production efficiency measures for performance assessment of state and private firms, using the Data Envelopment Analysis (DEA). Therefore, it is possible to compare these different types of firms. This ratio is thought to be superior to the use of common productivity measures from financial ratios, which is often partial productivity without controlling the effect of capital productivity.

Book excerpt: This study analysed privatisation policy in Indonesia. The dissertation addressed a number of privatisation issues related to the Indonesian experience. These issues were (a) the performance of public enterprises (PEs); (b) the main feature of public sector reform; (c) the rationales for privatisation; (d) the main feature of privatisation policy; and (e) the impact of privatisation on the performance of privatised firms. In discussing the above issues, this study used a qualitative descriptive method and was based mainly on secondary data. This study also examined three privatised firms and analysed their two-year financial and operating performance before and after privatisation. The financial and operating performance measurements were profitability, efficiency, capital expenditure, productivity, employment, leverage and dividend payment. The study found that the Indonesian government started its privatisation policy in 1988 to accompany deregulation and public sector reform. The policy was mostly driven by inefficient and uncompetitive PEs, redistribution of wealth and income, the government financial burden in regard to inefficient PEs, and structural adjustment policy proposed by the international institutions such as the IMF, the World Bank and the ADB. Privatisation policy was designed to initiate a process of transfer ownership and to establish an environment of public private partnership. Divestiture and non-divestiture were two privatisation modalities exercised by the government. In the former model, the government issued PE shares in the capital market or direct placement by strategic investors. Meanwhile, in the latter model, the government relaxed PEs to do partnership with private sector in form of financial arrangements such as Built Operate Transfer (BOT), contract management, and joint operation scheme. The study also concluded that privatisation program in Indonesia had encountered ownership problem, lack of transparency, stakeholder resistance, inappropriate pricing formulation and inflexible mechanism. Despite all these problems, privatisation has significantly improved the financial and operating performance of the three privatised firms in regard to their profitability, efficiency, productivity, investment, employment, leverage and dividend payment. The findings cannot be generalised as they are related to the particular sector examined in this study. Therefore, the study has recommended further research in the field by involving a large sample size, various privatisation techniques and different time setting.

As part of the reform policy, the central government introduced performance management systems in order to improve the capacity of public institutions, particularly local governments. The thesis uses semi-structured interviews to answer, how effective is the performance management system in Indonesian local government? How do rational/technocratic and political frameworks affect the effectiveness (or ineffectiveness) of performance management system? The evidence suggests the performance management system in the Indonesian public sector is ineffective. This is indicated by gaps between performance indicators and actual performance, by the non-use of performance information and by the behaviour of those who are supposed to be influenced. The ineffectiveness may be explained by both rational/technocratic factors, and political/cultural factors. Based on our findings, those elements affect effectiveness of the performance management system. However, respondents emphasised that political/cultural elements were more fundamental to successful use of performance information, but present more difficult and challenging issues to reform. Indonesian government agencies compete with each other to maintain a role in the context of decentralisation, each seeking to prevent too much accumulation of power by any other agency. Therefore, although the government agencies may favour a technocratic approach, they will resist any comprehensive technocratic scheme of system integration, particularly in the performance management system. The Indonesian public sector may thus represent a case of 'political technocracy' in which rationality is limited by political interests.
