The model is linked through cross-section regressions to indicators of malnutrition, infant mortality, life expectancy, and access to safe water. A composite MDG indicator is also calculated. The functioning of the framework is illustrated by simulating the impact of an increase in aid and a debt write-off for Niger at the MDG horizon of 2015, under alternative assumptions about the degree of efficiency of public investment. The authors' approach can serve as the building block of Strategy Papers for Human Development (SPAHD), a more encompassing concept than the current "Poverty Reduction" Strategy Papers."

NAPSIPAG is the only non-West governance research network presently located at Jawaharlal Nehru University, New Delhi after having shifted from its original location at INTAN (Government of Malaysia) at Kuala Lumpur in 2009. ‘Implementation’ is a less understood but a much debated area of governance research. It requires micro-level analysis of government agencies, service delivery departments and stakeholders on one hand and its national and global policy level connections on the other. Implementation studies are above disciplinary divides and subsequent disjunctions which inhibit explorations on policy downslides or failures. The studies relate to the new initiatives which governments across the region have undertaken to reach out to the MDG targets agreed upon in 2000. The focus of analysis is the policy framework, local capacities of both the government agencies and people in drawing partnerships with relevant expert groups, ability to bring transparency and accountability measures in transactions for cost-effective results, leadership and sustainability dimensions which influence the functioning of local agencies. The book is especially important in the background of 15 voluminous Administrative Reforms Commission Reports accumulating dust in India and similar efforts lying unattended in many other countries of this region as well. Countries like Malaysia, which has focused upon ‘implementation strategies’ combined with timely evaluation and supervision of administrative agencies has almost achieved most of their committed MDGs. A special report of Malaysian efforts, initiates the debate of moving beyond the ‘best practice research’ in implementation arena. Book excerpt: In 2000 world leaders established the Millennium Development Goals (MDGs), a set of global targets seeking to reduce poverty and promote development. The Department for International Development (DFID) has made the MDGs a central strategic objective. There has been notable progress towards reaching several Goals, including those focusing on child mortality and primary education. However, the Goals seeking improved gender equality and maternal health, amongst others, are seriously off-track. This report focuses on a UN Summit (20-22 September 2010) held to review progress achieving MDGs five years before the 2015 deadline. Achievement of the Goals depends on two factors namely it is vital that both donor and developing countries fulfil their promises - there are a number of off track goals demonstrates that much greater commitment is needed by a number of developing country governments. Secondly, multilateral organisations, notably the UN, must work as efficiently as possible to support improved health, education and other basic services in developing countries. The DFID must continue to press for better co-ordination and the amount of funding it provides should be related to success in achieving improvements. The DFID should also engage in planning for a new international framework to replace the MDGs after 2015. A review of the effectiveness of the MDGs should be carried out to assess whether this framework represents the best approach to facilitating development before a new set of targets is agreed for the post-2015 framework. This new framework shouldinclude a greater focus on: reaching the most vulnerable people and the very poorest; giving higher priority to climate change, biodiversity and the environment; and addressing population growth.
