Book excerpt: The objective of this research was to examine the effects of raising and lowering posted speed limits on driver behavior for urban and rural nonlimited access highways. Sites selected for study were furnished by the participating States. The study was conducted during the period from October 1985 to September 1992, when the maximum speed limit was 55 mi/h (89 km/h) on nonlimited access highways. During this period, the States and localities lowered and raised posted speed limits on short roadway segments, typically less than 2 mi (3.2 km) in length.

Book excerpt: The objectives of this study were to determine whether differential or uniform speed limits are more beneficial to transportation safety and traffic operations on Interstate highways. The approach to achieving this objective was to examine speed and accident data from States employing both types of limits. Speed data were collected in 12 States at rural and urban locations representing all speed limits currently established on the Interstate highway system for cars/trucks, i.e., 55/55 mi/h (89/89 km/h), 65/55 mi/h (105/89 km/h), 65/60 mi/h (105/97 km/h), and 65/65 mi/h (105/105 km/h). Accident data were obtained from nine States which were geographically distributed across the country and representative of all rural Interstate speed limits currently established. For the speed data collected, a number of measures of effectiveness (MOEs) were examined including mean speed, speed variance, compliance, and speed distribution measures. For the accident data collected, types of crashes were examined (e.g., rear-end) along with vehicle type involvement (e.g., car-into-truck) and crash severity. This final report summarizes the effects of uniform and differential speed limits on transportation safety and traffic operations as determined by the examination of speed and accident data.

Book excerpt: Responding to concerns about road safety, New York City passed a law called Vision Zero in 2014 that progressively decreased all local road speed limits to 25 miles per hour. This was in an effort to increase road safety from collisions. Starting a year prior to Vision Zero, the city started lowering speed limits in certain high-risk roads. I use data on accidents from New York City Open Data to examine the effect of reducing speed limits in Manhattan. The analysis exploits the implementation of lower speed limits on some roads prior to 2014 that provides a quasi-experimental design. Estimates from Poisson regressions show that the casualty count significantly decreased due to the program, but the number of people killed did not significantly decrease.
