Book excerpt: This research evaluated the effectiveness of the AH-64A Combat Mission Simulator (CMS) for sustaining crew gunnery proficiency. Although the research was originally designed to be conducted over a 12-month period, the time period was shortened to 6 months to overcome problems with crew attrition and to meet project deadlines. Baseline gunnery performance was measured both on the live-fire gunnery range and in the CMS for 30 AH-64A crews from an operational cavalry brigade. Subsequently, the crews were divided into two groups. The control group continued normal unit training but was restricted from gunnery practice in the CMS. Each crew in the simulator group received five scenario-based gunnery training sessions in the CMS and normal unit training but was restricted from live-fire practice in the aircraft. Six months after the baseline measures, crew gunnery performance was again evaluated on the live-fire gunnery range and in the CMS for the 18 crews that remained in the experiment. The results failed to indicate CMS gunnery training effectiveness: Gunnery skill enhancement was not detected in the simulator group's performance and gunnery skill decay was not found in the control group.

Book excerpt: Pursuant to a congressional request, GAO reviewed: (1) how well the Apache Helicopter performed its roles and missions during the Operation Desert Storm air campaign and ground war; and (2) whether previously reported component reliability and logistical support problems adversely affected the Apache's combat effectiveness. GAO found that: (1) during Operation Desert Storm, Apaches proved their combat effectiveness by destroying 278 tanks and about 900 other targets; (2) during the air campaign, Apaches primarily flew armed night reconnaissance missions in enemy territory because of their night vision and videotape capabilities, which provided timely intelligence information to Army division commanders; (3) Apaches flew only a total of 83 missions during the war, primarily because of the perceived enemy threat to low-flying helicopters during the air campaign and because the use of Apaches could have divulged the location of allied forces; (4) Apache use was also limited during the ground campaign, because ground commanders, who controlled the Apache's use and roles, chose not to use it more and the Army was restricted in where it could use the Apache due to agreements with the Air Force; (5) the Apache was capable of performing its assigned missions during the war, but component problems, sometimes intensified by harsh desert conditions, adversely affected the performance of the Apache's essential weapons and other subsystems; (6) during the 100-hour ground campaign, little maintenance was performed on the Apaches because units advanced through enemy territory so rapidly that maintenance support could not keep up with the aircraft; and (7) Apache pilots and maintainers cited the lack of spare parts as the most frequent reason some aircraft were not available to carry out missions.

Initial focus is on MC-130P aircrew performance during Annual Refresher Training, but the principles underlying effective combat teams should apply to other weapon systems. The report begins by tracing the evolution of team training from its roots in cockpit resource management(CRM) to its subsequent incorporation into combat mission training(CMT) by all three military services. A measurement model is then presented that links cordination process to team performance and mission outcome. The model assumes that team coordination: is necessary for mission success, is a multidimensional property of the team; and emerges over time in response programmed training events. Then the report discusses the methodological requirements for conducting CMT-based team performance research, including hypotheses to be tested, the basic experimental design, data collection instruments, key issues, and a multistep strategy for data analysis. We conclude by discussing anticipated research and development impacts, including portable mission readiness assessment tools, improved mission scenarios and candidate training improvement interventions.
