In the course of selecting and applying evaluation techniques, a unique situation for a transfer-of-training study was presented: a newly installed ACM simulator co-located with an ACM range. A common, objective performance measurement system was developed for the Air Combat Maneuvering Simulator (ACMs), designated Device 2E6, and the Tactical Aircrew Combat Training System (TACTS) range. The TACTS range was planned as the setting for studying transfer from the simulator to an operational situation.

Previous research and combat data from Korea and North Vietnam suggest that the skill of the individual pilot is crucial in the outcome of an aerial engagement. However, it has not been possible to estimate the actual effect or to identify what makes him superior. The Air Force cannot currently evaluate its pilots' air-to-air skills objectively during either their training or operational assignments. This report proposes four research areas that address the effectiveness and evaluation of these pilots: the selection of the prospective pilot from his undergraduate pilot training program, the air-to-air portions of his combat crew training squadron curriculum, the more efficient management of pilot resources, and an examination of the costs and benefits of dissimilar air combat training. It also proposes the development of a pilot skill index.

Data recorded on TACTS has been an important source of information for the development of objective flight performance criteria. This paper discusses research related to the development and application of in-flight measures of air combat performance. Procedures for systematic development of aircrew performance measures are identified and discussed. A generic methodology is proposed which will eventually lead to a prescriptive model for performance measurement system development. Some of the many applications of objective flight performance criteria include training progress evaluation, training methodology and effectiveness studies, and learning acquisition and transfer studies.

Considerably less attention is being directed toward documenting the effectiveness of such training. In this article, we review Air Force and Navy efforts to evaluate the effectiveness of training the combat skills necessary for attack and fighter aircraft in flight simulators. The majority of these efforts indicate that simulation can be a valuable complement to the aircraft. Unfortunately, this conclusion is based primarily on opinion data from experienced aviators. There are very few transfer of training experiments, and those experiments have examined only a limited set of combat tasks. We also describe the typical paradigms used to conduct training evaluations and outline a multistep evaluation program for determining training effectiveness.

Available in PDF, EPUB and Kindle. Book excerpt: The Good Stick Index validation study statistically investigated an empirically derived measure of pilot proficiency in an air combat simulator. Statistical methods, including regression and discriminant analyses, were used to evaluate GSI scores as predictors of student free-engagement performances in the Tactical Air Command Air Combat Engagement Simulator (TAC ACES I) simulator training program. Statistically derived performance predictors are obtained from objectively measured parameters recorded during simulator training. The effect of inclusion of student pilot demographic data with the objective data is investigated. Edumetric and psychometric data are presented as indicators of skill development. Results of the study yield performance predictors for four groupings within each TAC ACES I class; (a) winners, (b) winners or runners-up, (c) upper-half winners, and (d) student quartile ranking. The empirically derived measure shows a probability of winner prediction of 25 percent, whereas the statistically derived optimal measure shows a probability of winner prediction of 80 percent. The reliability of the performance predictors is assessed. Potential utilization and limitations of the Good Stick Index are addressed.

A total of six studies are reviewed. Of the six studies, five were conducted on the Advanced Simulator for Pilot Training (ASPT) located at Williams AFB and one on the Simulator for Air-to-Air Combat (SAAC) located at Luke AFB. Tasks investigated included basic and advanced contact, instruments, basic fighter maneuvers, and conventional weapons delivery. The review of each study contains a statement of objectives, a summary of the method and results, a data excerpt representative of the findings, and a critique. The report also contains a description of the research strategy from which the studies were derived, a discussion of transfer-of-training methodology, and a discussion of the relationship between the results of these six studies and research findings from other agencies or facilities. Implications for future research are discussed. (Author).

Book excerpt: The utility and effectiveness of simulation-based training of air combat skill has been supported by a long research history. However, despite this success, there has been much debate on the effectiveness of gradesheets that have been used as the primary measure of air combat skill. This study assessed the effectiveness of a Gradesheet that has been used to measure air combat team performance in Distributed Mission Operations (DMO). It was hypothesized that the DMO Gradesheet is an effective measure of air combat team performance, and is therefore sensitive to differences in team performance over time during training, among performance indicators, and across team experience levels. Between August 2000 and December 2001, 32 teams of F-16 pilots from various U.S. Air Force operational units participated in a week of structured DMO training. Training consisted of teams flying four networked high-fidelity F-16 simulators in scenarios against multiple constructed threats. On all scenarios of the training syllabus, air combat Subject Matter Experts (SMEs) graded the performance of the teams on 40 indicators that make constitute the DMO Gradesheet. Analyses of the data found that aggregate mean graded team performance increased over a week of DMO training. However, for all indicators, mean graded performance increased linearly and at approximately the same rate, suggesting that the Gradesheet captured only a single component of air combat performance. Furthermore, team experience did not moderate change in graded performance over missions as expected, undermining the claim that the Gradesheet measured even general performance. Results suggest that the DMO Gradesheet as used in the current study lacked the sensitivity, validity, and reliability desired in a measure of air combat performance. Future directions in the development of subjective and objective measures of air combat performance are discussed. (8 tables, 21 figures, 24 refs.).
