Book excerpt: Educational policies and plans for Italy's entire education system are evaluated in this report. Part One contains "The Examiners' Report;" Part Two, the "Record of the Review Meeting;" and Part Three, a "Summary of the Background Report" (prepared by the Italian authorities). Some results of the evaluation include the following. Italy must cope with the consequences of higher enrollments in post-school education and with major structural reforms at all educational levels. While the establishment of a common school at the lower secondary level and the 1979 curricular reforms were well conceived, problems of implementation remain. Successful experimental programs have not been replicated. Middle school students need more guidance. There is discontinuity in the curriculum of the upper secondary school. The general education curriculum is too rigid. Elementary and secondary teachers should not be trained separately; universities should be made responsible for all teacher education. Possible remedies to drawbacks of Italy's open access to higher education include the introduction of a two-year diploma and the creation of short-cycle vocational courses. (RM)

There is much commonality in the issues they raise, in the competing groups battling over education policy, their policy choices, and the implementation of such policies. Also, all seven countries address the same issues: equity, global competition, the performance of their students. There are at least six important traits characterizing these battles: the context, the combatants, the issues, the process, and the policies. To begin with, history, culture, and governance regime set the context for education policy and reform. Second, there is the process of how these battles are waged--is compromise an outcome or is it a zero sum contest? Third, there appear to be four groups of combatants each with its own ideology representing a particular social class in society and their views about education and its uses: Conservatives, Socialists, Neo-Liberals, and Elites. Education is an important and valued resource that each status group tries to control and shape to its own views. Fourth, there are key issues that drive education reform: how education can best flatten a social system, how education train students for work, and how education socializes students to be functioning citizens. In recent years, fifth issue has emerged: student performance on international standardized tests. Not only is a society’s international reputation based on their students’ performance, but nations see such performance as an indicator of the quality of their educational system and if it is good enough to secure its economic future. Finally, there are the policies themselves--do they reduce or increase inequality, who benefits and how? The chapters in this volume clearly point out that education reform is not a homogeneous process as some scholars have conjectured. Rather, education reform involves heated battles over the control of the educational system because education is seen as a key factor in maintaining a society’s vision and social structure.

Drawing on historical and empirical research methods the book arises out of an ethnographic study, which investigates the extent to which the policy of integrazione scolastica can be considered an inclusive policy. The author poses two fundamental questions: why are there episodes of micro-exclusion and discrimination against disabled pupils still taking place in regular schools after more than 30 years have passed since the enactment of such a progressive policy? Can the policy of integration lead to the development of inclusion in Italy? The research findings presented in the book indicate that exclusion and discrimination towards disabled pupils in education do not result from a lack of implementation of the policy at a school level, rather from the perpetuation of dominant discourses, which construct disability as an individual deficit. The book does not deny the progress made in the country following the application of this anti-discriminatory policy; rather it challenges the hegemonic abilist culture and the traditional perspectives of disability and schooling that undermine the development of inclusive education. After having investigated the theoretical premises of the policy of integration, the author argues that this progressive policy is still rooted in a special needs education paradigm and that what was once a liberating policy has been transformed into a hegemonic tool which still manages, controls and normalizes disability leaving school settings and teaching and learning routines unchanged. She finally argues for a human rights approach for the development of an inclusive school for the 21st century. The book is an essential reading for academics, policy makers, researchers and students involved in education as it links ideological pressures to practical analyses.
