It is not a survey, nor is it research. The attempt has been made to show by means of a study of selected social settlements the extent to which they are actual and potential instruments for adult education. It is by intent an interpretation, not a statistical report. The opinions expressed both as to adult education as a movement and the social settlement as an institution are unabashedly personal. Advice was sought and followed as to the cities and the settlements which should be visited. The cities were New York, Chicago, Pittsburgh, Cleveland, and Boston. Many more settlements were visited than arc reported in these pages. Those that were selected for illustrative purposes were chosen not because they were necessarily the "best," but because their programs in some phase or another of adult education were either the most typical or the most distinct. It is obvious, I hope, that the settlement as an agency for children, or health, or social case work was not considered a province of this study. My debt is a large one to officials of the social settlements, both in federation and in individual houses, to staff workers, and to many an unknown member of adult groups. The children, as well as the teacher, are at liberty to Sit where convenient, to talk and move about. As they please, as long as they do not annov others - and experience proves that noises disturbchildren much less than we teachers are prone to believe. That the conduct of the class is somewhat unacademic and informal was apparent to the visitor who insisted upon knowing whether she saw a lesson or a recess. It was not a recess - but I could not truthfully say that it was a lesson, although everyone, including the teacher was occupied to some purpose. The daily program is very flexible. It is divided into few and, for the most part, long periods which allow time for unhurried, thoughtful work and for social intercourse or play, but which may be subdivided by individuals or groups in answer to temporary needs. There are natur ally some periods in which the. Teacher directs the work of the class, either as a whole, or in small groups where She shares the direction with the pupil leaders. However, the greater part of the work and play, especially in the first two years, has consisted of projects originated by the children or elected by them from among the many suggestions re ceived in school. These projects are carried out individually or in small self-organized groups, and the teacher gives her assistance as it is needed to help the children forward in their plans. Catalogues of private schools are obliged to add photographs to show the children's active use of the subject presented. The actual response of the children is needed to tell the tale. Tradi tional subject matter terms do not describe these reactions. History the Revolutionary War gives no real information. The following notes show what the children did: The class paid three visits to the ruins of an old fort. They read up local history between visits, and reconstructed the positions of the two armies on the spot, comparing their respective advantages and disadvantages. These comparisons unexpectedly led to the discovery that the course of the stream close by had changed since revolutionary days, and the discussions that followed formed a new topic which required a good deal of research by the children in geography books. The teacher of a new class cannot afford to neglect the information about the class contained in the preceding teacher's notes. A teacher of eight-year-old children did not look up what their teacher of the year before had written about them. Her own notes criticised their slowness in arithmetic. She said she had tried having a match, which the children were not familiar with. In this case it was the teacher who was not familiar with her children. The notes of their previous teacher showed that they had delighted in all sorts of arithmetic games and matches the year before. When, in January, the second teacher read the previous year's notes of these children she frankly admitted that she her self. Had confused and retarded them by not finding out what they had done before. She had asked for quantitative reports, - how many, how much of each kind of subject matter, and for some time she was not interested in concrete reports Of the children's responses, or how children use material, but only in what she or a preceding teacher had presented. Important facts to get into a record are those which tell whether the subject noted has developed spontaneous activity on the part of the children, and what conditions, or what treatment of the subject by the teacher helped to bring spontaneous response from the children. The notes of a teacher of seven-year-old children show their active use Of number and the spontaneous drill they gave each other in order to achieve a group response. This is a detailed history of the social welfare movement in the United States during the period from the end of World War I to the inauguration of President Franklin D. Roosevelt, an era which most historians characterize as one of normalcy and reaction. In his book Professor Chambers demonstrates that this was actually a seedtime of reform, a period when the groundwork was laid for many of the sweeping social changes which were to take place under the New Deal. While it is true, as the author points out, that the years from 1918 to 1933 were not hospitable to the cause of reform, it was during these years that reform leaders and welfare workers (and the associations and agencies they directed) elaborated new theories and programs of action to alleviate, prevent, and overcome certain persisting social ills. Although little was constructively achieved until new political leadership, operating in the context of acute and prolonged economic crisis, acted in the 1930s, much of what we identify as the New Deal was rooted not only in prewar progressivism but in the research, agitation, and welfare services of the 1920s as well. Reformers and welfare workers made especially significant contributions in the areas of housing, social security, public works, federal responsibility for dependent groups in society, and working conditions.
