It is not a survey, nor is it research. The attempt has been made to show by means of a study of selected social settlements the extent to which they are actual and potential instruments for adult education. It is by intent an interpretation, not a statistical report. The opinions expressed both as to adult education as a movement and the social settlement as an institution are unabashedly personal. Advice was sought and followed as to the cities and the settlements which should be visited. The cities were New York, Chicago, Pittsburgh, Cleveland, and Boston. Many more settlements were visited than arc reported in these pages. Those that were selected for illustrative purposes were chosen not because they were necessarily the "best," but because their programs in some phase or another of adult education were either the most typical or the most distinct. It is obvious, I hope, that the settlement as an agency for children, or health, or social case work was not considered a province of this study. My debt is a large one to officials of the social settlements, both in federation and in individual houses, to staff workers, and to many an unknown member of adult groups. But Davos was not for every one; nor was every case an early 'one. Then came the discovery that lower altitudes would do if certain conditions were obtained; and so arose the great sanatorium movement. But slowly we found that patients could not spend their lives in sanatoriums; and one day on making my way up to one of them in England, I met on the way patient after patient, slouching along, bored to death with themselves and with each other; and even worse in morale than in body. Better discipline and better notions of thera peutics mended some of that; still I could not forget those listless saunterers, and it became evident to some of us, however unwillingly, that Hope was drooping again. The sanatorium was doing a great educative work no doubt; but at the end of its four or six months - what then? To send the patient away with recommendations about light jobs, and a regime, was almost a mockery or quite. What about the wage, and the family to be supported? The next lesson was brought home to me by a visit with other commissioners to certain cities, concerning some such problems. Before me now I see a gaunt hollow-eyed man, coughing, and leaning against the wall as he tried to talk to us, saying that his mates when he came out of the sanatorium - good fellows as they were - had bought him a milk that he might creep round, and earn a bit. The brave wife, shawl on head and mill apron on, had just come from the factory, and apologised for the dirty house - as well she might. The poor thing was working all day at the factory to keep the wolf from the door. All being dragged down together into the pit! What is the value of a good house, or a clean house, if no wages! What is there for the children? And what is to stop the infection! Who then would have the imagination, the initiative, the business capacity, to lift this burden, like lifting a world? Book excerpt: Excerpt from The Truth About Secular Education: Its History and Results The aim of the following essay is to elucidate several points in connection with our system of education about which the most improper and injurious fallacies are current among us. Various circumstances have forced the question of education upon our notice at the present time. The settlement of 1870 could not aim to be a final and ideal scheme, because it had to effect a compromise between religious sects, whose strength and fortunes were subject to variation. A good compromise has been well defined as a manoeuvre by which you take all you can get of a good thing, and wait until you can get more. The two parties to the compromise in 1870 may be described as the party that wanted much religious dogma taught in the schools and the party that would be content with little; a third party, that desired the total exclusion of religious dogma, was then too small to have a share in the deal. The event that thus brought the idea of a settlement once more into the practical area is that one of these parties - the ultra-dogmatic or denominational bodies - is considered by the other to have obtained undue favour at the hands of the late Government. Once more the war cries of the contending parties resound in the land, and a new compromise is said to be inevitable. In the meantime the third party has been steadily growing. Clerical influence has shrunk in the most remarkable manner during the last thirty years. Rationalism has, to judge from the enormous success of its publications, attained a very considerable power.
