Available in PDF, EPUB and Kindle. Book excerpt: This open access book explores the historical, cultural and philosophical contexts that have made anti-poverty the core of Chinese society since Liberation in 1949, and why poverty alleviation measures evolved from the simplistic aid of the 1950s to Xi Jinping’s precision poverty alleviation and its goal of eliminating absolute poverty by 2020. The book also addresses the implications of China’s experience for other developing nations tackling not only poverty but such issues as pandemics, rampant urbanization and desertification exacerbated by global warming. The first of three parts draws upon interviews of rural and urban Chinese from diverse backgrounds and local and national leaders. These interviews, conducted in even the remotest areas of the country, offer candid insights into the challenges that have forced China to continually evolve its programs to resolve even the most intractable cases of poverty. The second part explores the historic, cultural and philosophical roots of old China’s meritocratic government and how its ancient Chinese ethics have led to modern Chinese socialism’s stance that “poverty amidst plenty is immoral”. Dr. Huang Chengwei, one of China’s foremost anti-poverty experts, explains the challenges faced at each stage as China’s anti-poverty measures evolved over 70 years to emphasize “enablement” over “aid” and to foster bottom-up initiative and entrepreneurialism, culminating in Xi Jinping’s precision poverty alleviation. The book also addresses why national economic development alone cannot reduce poverty; poverty alleviation programs must be people-centered, with measurable and accountable practices that reach even to household level, which China has done with its “First Secretary” program. The third part explores the potential for adopting China’s practices in other nations, including the potential for replicating China’s successes in developing countries through such measures as the Belt and Road Initiative. This book also addresses prevalent misperceptions about China’s growing global presence and why other developing nations must address historic, systemic causes of poverty and inequity before they can undertake sustainable poverty alleviation measures of their own.

Book excerpt: In recent years China has achieved impressive economic growth, and also made remarkable progress in human development. However, contemporary China is still faced with the great challenge of widespread poverty. This not only constitutes a barrier against China’s pursuit of sustainable economic growth, but also poses a potential threat to China’s attempts to construct a harmonious society in the future. This book, written by three renowned poverty-reduction experts under the aegis of the China Development Research Foundation - one of China’s leading think-tanks - and drawing on the research of over twenty of China’s top scholars in this field, examines China’s efforts to eliminate poverty through development. It analyses all of the key issues, providing a review of China’s past record in poverty alleviation, comparing this with the experiences of other countries, identifying the new characteristics and trends in poverty in recent years, and discussing the factors responsible. It assesses the objectives and success of the poverty alleviation policies adopted by the Chinese government in a comprehensive way, and puts forward suggestions for policy makers. Overall, this book is a valuable account of China’s own thinking on its problems of poverty, and the best ways to tackle it and achieve sustainable economic development.

Book excerpt: Research Paper (undergraduate) from the year 2008 in the subject Politics - Topic: Globalization, Political Economics, grade: A, Xiamen University (School of Economics), course: Selected Issues on Modern China, language: English, abstract: This paper takes a critical look at the state of poverty in China and governments efforts at alleviation. Our assessment has been on Chinese Government and other development partners interventions meant to halt poverty. Our analysis indicated that China has indeed succeeded in reducing the number of people in absolute poverty from 250 million to 15 million in less than 30 years, which is very encouraging. But it should be pointed that this has been at the expense of its environment. However, its environmental problems are somewhat a major obstacle. As the average citizen attains a middle income status, their demand for a clean environment coupled with pollution free atmosphere becomes imperative. China should be able to overcome these environmentally related problems as it strives for global recognition.

Book excerpt: The widening of income and wealth inequality has become one of the most important obstacles on the road to China’s common prosperity. In the context of inequality reduction and anti-poverty strategy in China, this book investigates the complex relationship between education and intergenerational mobility in terms of occupation and income. Based on large-scale social survey data, cutting-edge econometric models and statistical methods, the book examines the role of education in breaking the intergenerational transmission of poverty and promoting intergenerational mobility. It analyzes the characteristics of birth cohorts in intergenerational mobility, the long-term trends of educational, occupational, and income mobility among rural and urban residents across generations, and also the different regional patterns of intergenerational mobility against the background of social changes in China. Based on empirical findings, the author advances suggestions on an education policy conducive to poverty alleviation. The book will appeal to scholars and students studying the sociology of education, the economics of education and Chinese education, as well as policy makers interested in the topics of education policy systems and poverty alleviation, as well as education equity and social mobility.

Available in PDF, EPUB and Kindle. Book excerpt: The rapid growth over the past three decades has been instrumental in lifting over 600 million people in China out of poverty, and people want to know why and how it happened. International evidence has made it clear that a global economy based on current patterns of consumption and production is simply not sustainable. Policymakers have repeatedly been advised that economic growth, poverty reduction, equity, and environment and resource sustainability must be integrated into national development strategies. What about China? The principle limitation of existing China-focused economic studies lies in its imbalances from the perspective of analysis and the impact of growth on poverty and inequality. A limited number of studies are devoted to structural transformation and China’s structural imbalances, social disparities and the impact of science and technology on growth and productivity. This book addresses the alarming environmental consequences of China’s growth patterns within an overall quality growth framework. It contributes to the economic growth and development literature and current policy discourse on China by expanding the policy analysis to include several important new areas using the most recent data available. This includes analyzing the macroeconomic factors that underlie the need for China to advance its economic transformation; examining how social inequalities, including health, education and gender, have evolved and presenting the scale of environmental problems associated with China’s growth miracle. This report represents the first attempt to integrate the issue of environmental sustainability and climate change into the quality growth context, providing readers with a comprehensive account of China’s success and challenges in its three decades of rapid economic growth.
