Book excerpt: Today, 72.2% of the Indian population lives in rural areas, that is, around 750 millions of people with respect to the 2001 Census. Although it is obvious that the Millennium Development Goals regarding education won't be achieved in overall India and more especially in the rural segments of this country, we note since more than two decades a strong and increasing willingness of the Indian government to improve the access to its schooling system, especially to its elementary education. This is achieved by a constantly growing mobilization of resources and the succession of important and original initiatives such as the Mid-Day meal Scheme, for instance. However, Indian society and even more rural Indian society are still heavily characterized by specific features such as castes, religion, gender asymmetries, household organization, and so on. The first aim of this paper is then to put in perspective the positive changes that are expected to have occurred in the rural-Indian primary education with respect to the main socio-cultural characteristics governing these rural communities; this over a 25 years period, by taking three 'snapshots' of the schooling situation in a North Indian village at three different points in time, 1983, 1993 and 2008. In a second time and following a large and growing literature which tends to show that government education policies are not the primary determinants of enrollment, we are interested in explaining the schooling decision as a household decision, taking again into account the main features that make a rural Indian household.

School participation, especially among girls, responds to a wide range of variables, including parental education and motivation, social background, dependency ratios, work opportunities, village development, teacher postings, mid-day meals and infrastructural quality. Mid-day meals are particularly effective: the provision of a mid-day meal in the local school roughly halves the proportion of girls excluded from the schooling system. School quality matters, though it is not related in a simple way to specific inputs.

The findings of the study are meant to serve not as models, but rather as points of reference for all those who are seeking ways of developing education in rural areas and contributing more effectively to rural development. Chapter I, "Education and Rural Development: Setting the Framework" (David Atchoarena and Charlotte Sedel), provides a contextual and theoretical introduction to the new rural development and poverty reduction thinking, as well as a discussion on the contribution of education to rural development. In Chapter II, "Basic Education in Rural Areas: Status, Issues and Prospects" (Michael Lakin with Lavinia Gasperini), the book reviews in depth the provision of basic education in rural areas and offers some policy directions for improvement. Available in PDF, EPUB and Kindle. Book excerpt: Parental attitudes regarding the importance of educating girls may contribute to the education gender gap in rural India. This thesis presents an empirical analysis of the determinants of parental attitudes regarding girls' education. It draws upon household survey data collected in Bihar, Madhya Pradesh, Rajasthan, Uttar Pradesh, and Himachal Pradesh in 1996. Results obtained by this survey and discussed in the Public Report on Basic Education in India (PROBE Report, 1999) find a positive relationship between parental attitudes and girls' educational attainment. Yet the PROBE Report also reveals a significant minority of parents do not value girls' education. Using a binary probit model, this thesis tests the relationship between parental attitudes of the importance of educating a girl on individual and household characteristics. It finds that no parental education variables are significant indicators of a household asserting the importance of educating a girl. The main determinants are ownership of a small amount of land, the number of rooms in the house, the girl-child being enrolled in school, and the belief that education is important for girls' marriage prospects. Meanwhile, ownership of at least one goat is a detractor to girls' education. These results demonstrate that there are income and substitution effects involved in household decisions of the allocation of education among children. They also demonstrate the importance of the relationship between girls' schooling and marriage in rural India. Policy implications gained from this study could include the continued support for programs that offset costs of schooling for rural families, and that account for the opportunity costs of girls attending school.
