The reforms carried out in the pursuit of New Public Management are often accompanied by great optimism and rapid, enthusiastic steps toward implementation. Even in highly developed industrial countries, however, these fundamental reforms often overlook the political and cultural contexts of the implementing country. New Public Management in Africa: Emerging Issues and Lessons provides much-needed theoretical foundations for NPM reforms in the African context and reflects on the success of existing reforms in the development of several African states. In the United States of America and Australia the number of higher education institutions which are making use of online education to teach Public Administration is constantly increasing. Surveys done by the National Association of Schools for Public Administration and Affairs (NASPAA) in the United States of America found heightened interest in distance education. In 1995 it was found by NASPAA that Public Administration was offered by 12% of higher educational institutions to students online. One year later the number had increased to 24%. The last NASPAA survey in 2000 showed an increase of 39%. It is possible for students in the United States of America and Australia to complete a Public Administration degree online. However, in South Africa the use of web-based training for the delivery of Public Administration as a science discipline is still under utilised. It was found that only six, or 20% of the higher educational institutions offering Public Administration to students in South Africa, made use of web-based training in 2002. This compares poorly with the United States of America and Australia. Due to distance, time and financial constraints it therefore becomes difficult for officials or students interested in government related studies, to travel to a university or even to take the necessary three years to study for a Public Administration degree. Web-based training programmes should provide the opportunity to address these problems. By redesigning the content of Public Administration courses to be completed on the World Wide Web, higher educational institutions in South Africa should be able to reach more students, than would normally be the case. Although South Africa is the best developed of all the African countries with regard to the use of information and communication technology (ICT), South Africa still experience some limitations. These limitations include access to computers, infrastructural development, telephone line connectivity, and in may cases access to electricity.

Book excerpt: The paper provides a detailed description of a novel dataset on education attainment in public administrations covering the period 1981-2011 for 178 countries. The dataset uses information extracted from CVs for over 130,000 mid to senior level officials from mainly central banks and ministries of economy and finance. Our main finding is that there is little heterogeneity across regions when considering a non quality-adjusted measure of education attainment in public administrations. Adjusting our measure for quality, using a country wide academic ranking, reveals important cross-regional heterogeneity differing from that of standard measures of education attainment for the general population. The dataset also allows us to uncover important patterns in public administrations' education attainment along gender and seniority across regions. We further use the dataset to explore a few applications which provide some evidence of (i) the importance of salary incentives in attracting highly educated staff and (ii) a positive association between education attainment in public administrations and government effectiveness (e.g. higher tax revenue mobilization, limiting corruption, better public finance management and private market support).

Dr Nzewi also has interests in institution building and governance in the African Union. Her research and publication repertoire is versatile including policy, ethics and institution design. Dr Nzewi lectures Public Management and Administration at the University of Fort Hare in the Eastern Cape and is the deputy editor of Africa's Public Service Delivery and Performance Review (APSDPR). Modeni Michael Sibanda's research interests are in Governance, Public Sector Reform, Public Policy and Strategy, Public Participation, Development Planning and Local Government Administration. He has researched and published articles on governance, regional integration, intergovernmental relations and local government service delivery. Mr Sibanda presently lectures in Public Administration at the University of Fort Hare with specific focus in the areas of Local Government Administration and Research Methodology.
