This is surprising since in most first world countries the public sector consumes a substantial part of the gross national product. Even more astonishing is the vast amount of financial and organizational resources that are spent developing and implementing various information systems. We decided to write this book to provide information for those studying information systems at business schools, information and computer departments at collegesl universities, and for those working hands-on with EDI and data networking in public administration. Thus, our primary target groups for this book are professionals, training (MA-courses), computer science, MBA, MP A, and political science. EDI has been seen as a means to wire the various policy areas in the public sector. Those included are not limited strictly to the public organizations, but extend to their trade partners. Also, government has sought ways to stimulate the usage of ED I in the private sector beyond those transactions involving direct communication with the public sector. In this book, we have contributors from eight countries and a total of 14 chapters reporting on issues of importance when developing and implementing EDI, when government wants to stimulate the diffusion of EDI in society, and when organizations want to address the impact of their investments in ED!.

PDNs allow efficient and cost-effective telecommunication between a terminal and computer, or between computers, regardless of who owns the data terminal. Apart from the classical telecommunication networks (telegraph and telephone), public data networks provide the majority of data communication services worldwide. The authors concentrate on PDN principles, taking account of the latest CCITT recommendations and ISO standards. The ISDN uses advanced transmission and switching techniques to enhance the telecommunication services provided to its users. The authors have extensive experience in data communication networking. Dr. Kubin is vice-chairman of Study Group IX of the International Telegraph and Telephone Consultative Committee (CCITT); Dr. Puzman is the Czechoslovak representative at Technical Commission 6 (TC-6) of the International Federation for Information Processing (IFIP). This report explores some of the opportunities and obstacles to the use of the NII by people and organizations. The goal is to express how improvements in the technical foundation upon which all modern communications rests can benefit all Americans by focusing on the uses of the NII and the benefits to be derived by applications of advanced computing and communications technologies. This document describes how the evolving NII can: enhance the competitiveness of our manufacturing base; increase speed and efficiency of electronic commerce; improve health care delivery and control costs; promote development and accessibility of quality education and lifelong learning; improve effectiveness of environmental monitoring and assessing human impacts upon the earth; sustain the role of libraries as agents of democratic and equal access to information; and provide government services to the public faster, more responsively, and more efficiently. In addition to articulating a national vision that can serve as a framework for discussion and dialogue, a second goal is to improve public policy-making, to identify critical barriers, enablers, and the tools of government action most effective in each of these areas. In this way, the benefits of government activities in support of the NII can be maximized, while minimizing unintended or undesirable consequences. Several themes emerge: equity of access; pursuit of demonstrations and pilot projects; standards setting process; privacy and communications security; training and support; identification of long-term research and development priorities; and performance measurements to assess both public and private investments and experiments. It is hoped that careful consideration of the policy questions raised here will both facilitate the development of the NII and guide its evolution so that it best meets public purposes. (MAS)
