Book excerpt: Pakistan’s development efforts are guided by its 2011 Framework for Economic Growth, which identifies actions needed to create a prosperous, industrialized Pakistan through rapid and sustainable development. Industrialization has the potential to drive Pakistan’s economic growth and contribute significantly to meeting both economic and human development goals in Pakistan. Expansions of industrialization activities, whether in highly developed or developing countries, can be stimuli for intense debate about such projects’ benefits and costs to the region in which they are to be located, to the national economy—and to human health and the environment. Pakistan’s 2011 Framework for Economic Growth recognizes that, to accelerate industrialization, Pakistan must reduce the cost of doing business and create an incentive structure designed to achieve a competitive, dynamic, and export-driven industrial sector capable of providing employment to the growing labor force. Competing in global markets requires a socially and environmentally sustainable industrialization strategy. The four main inputs for sustainable industrial growth in Pakistan discussed in this book are 1) Macroeconomic stability and sectoral policies to support industrial competitiveness by allowing long-term planning, including investments in infrastructure and cleaner production. 2) Upgraded trade facilitation and infrastructure (particularly transport and energy) to address some of industrialization’s spatial aspects. Improved transport infrastructure will lower production’s environmental costs. 3) Greening of Pakistan’s industrial sector to enhance international competitiveness—“greening” will make Pakistan a more attractive export partner for nations and firms committed to green production. 4) Strong institutions—for example, environmental management agencies to control pollution, and cleaner production centers to increase domestic awareness of international environmental standards—to implement industrialization initiatives effectively, including those for small and medium-sized enterprises. This book provides a comprehensive analysis of issues relating to the debate about Pakistan’s green industrial growth and lays out priorities and strategies for “greening” Pakistan’s industrial growth.

Book excerpt: This volume makes a major intervention in the debates around the nature of the political economy of Pakistan, focusing on its contemporary social dynamics. This is the first comprehensive academic analysis of Pakistan's political economy after thirty-five years, and addresses issues of state, class and society, examining gender, the middle classes, the media, the bazaar economy, urban spaces and the new elite. The book goes beyond the contemporary obsession with terrorism and extremism, political Islam, and simple 'civilian–military relations', and looks at modern-day Pakistan through the lens of varied academic disciplines. It not only brings together new work by some emerging scholars but also formulates a new political economy for the country, reflecting the contemporary reality and diversification in the social sciences in Pakistan. The chapters dynamically and dialectically capture emergent processes and trends in framing Pakistan's political economy and invite scholars to engage with and move beyond these concerns and issues.

Available in PDF, EPUB and Kindle. Book excerpt: This 2005 Article IV Consultation for Pakistan reports that macroeconomic performance continues to be strong, but inflation and external pressures are evident. High growth, including in agriculture, is estimated to have raised disposable incomes. The authorities’ ambitious growth objectives require substantial increases in investment, including from the private sector. Public investment has been increased to ease bottlenecks in transportation, irrigation, and energy. In the short term, macroeconomic policies need to be tightened somewhat to counter inflation and external pressures.

Book excerpt: With an average annual rainfall of less than 240 mm, Pakistan is one of the most arid countries in the world. Every year, during the monsoon season from July to September, Pakistan experiences heavy rainfalls. However, this year the substantial amount of unexpected monsoon rainfall resulted in heavy floods as a consequence of the absence of adequate infrastructure (dams, barrages, reservoirs). The heavy rainfall started in the last week of July 2010, and continued for days in the regions of Balochistan, followed closely by a second spell in Khyber Pakhtunkhwa (KPK). The rain continued until the first few days of August 2010, causing tremendous damage to both property and lives. The heavy rainfall flooded the already flooded rivers and streams, causing the river banks to burst. The flood water started causing destruction in KPK, and continued its journey towards Punjab and Sindh. The floods in Pakistan have had an impact on all the sectors of the economy. Handling these problems would require a model that could simultaneously capture the major relations among different sectors of the economy, and thereby, trace through the indirect and secondary effects on the economy. The model used to calculate the impact is subjected to a number of simulations that are run on E-views. In this study, the author uses a model that reports clearly what Pakistan will face in terms of production loss and recovery. The results are assessed on the basis of past data and the current situation in the country. The author's main purpose is to define the costs Pakistan faces in such a situation, and further, to develop policy recommendations.

Book excerpt: This book provides a comprehensive reassessment of the development of the economy of Pakistan from independence to the present. It argues that the factors which bring about economic development in countries with high levels of deprivation are best understood by considering changing overall approaches where shifts in approaches do not always co-incide with changes in political regimes.
