Book excerpt: Roadless Rules is a fast-paced and insightful look at one of the most important, wide-ranging, and controversial efforts to protect public forests ever undertaken in the United States. In January 2000, President Clinton submitted to the Federal Register the Roadless Area Conservation Rule, prohibiting road construction and timber harvesting in designated roadless areas. Set to take effect sixty days after Clinton left office, the rule was immediately challenged by nine lawsuits from states, counties, off-road-vehicle users, and timber companies. The Bush administration refused to defend the rule and eventually sought to replace it with a rule that invited governors to suggest management policies for forests in their states. That rule was attacked by four states and twenty environmental groups and declared illegal. Roadless Rules offers a fascinating overview of the creation of the Clinton roadless rule and the Bush administration’s subsequent replacement rule, the controversy generated, the response of the environmental community, and the legal battles that continue to rage more than seven years later. It explores the value of roadless areas and why the Clinton rule was so important to environmentalists, describes the stakeholder groups involved, and takes readers into courtrooms across the country to hear critical arguments. Author Tom Turner considers the lessons learned from the controversy, arguing that the episode represents an excellent example of how the system can work when all elements of the environmental movement work together—local groups and individuals determined to save favorite places, national organizations that represent local interests but also concern themselves with national policies, members of the executive branch who try to serve the public interest but need support from outside, and national organizations that use the legal system to support progress achieved through legislation or executive action.

Examples include water and air quality regulation, nutrient cycling and decomposition, plant pollination and flood control, all of which are dependent on biodiversity. They are predominantly public goods with limited or no markets and do not command any price in the conventional economic system, so their loss is often not detected and continues unaddressed and unabated. This in turn not only impacts human well-being, but also seriously undermines the sustainability of the economic system. It is against this background that TEEB: The Economics of Ecosystems and Biodiversity project was set up in 2007 and led by the United Nations Environment Programme to provide a comprehensive global assessment of economic aspects of these issues. This book, written by a team of international experts, represents the scientific state of the art, providing a comprehensive assessment of the fundamental ecological and economic principles of measuring and valuing ecosystem services and biodiversity, and showing how these can be mainstreamed into public policies. This volume and subsequent TEEB outputs will provide the authoritative knowledge and guidance to drive forward the biodiversity conservation agenda for the next decade.

Book excerpt: During the past decade, no issue in the American West has been more controversial than the protection of roadless areas on both National Forest and Bureau of Land Management land. The current state of the roadless issue is confused, to put it mildly. The roots of the roadless dispute are nearly lost in the mists of time. The first thing to understand is the fundamentally different view different people have of roadless areas on public lands. To some, roadless areas are the hallmark of the absence of decision making. For these people, roadless areas are primarily areas of the public land to which no one has yet effectively appended a meaningful management designation. For these people, roadless is a designation which should cease to exist - the sooner the better - with some roadless lands congressionally designated as wilderness and others "opened" to multiple use. These people seek to settle the roadless issue. To other people roadless areas are a tangible, finite resource of incalculable value. Roadless areas have values that other areas do not. For these people, every new road and every new decision to allow road-based activities in a roadless area diminishes this resource. These people seek to protect the roadless resource.

Book excerpt: Accessible to students and practitioners without an advanced degree in environmental economics, this essential reference work pinpoints the role of the economy in both creating and solving many of the world's most pressing environmental challenges. Given the number and scope of environmental problems we face today, everyone from high school students to policy makers to concerned citizens should understand how the economy works and grasp how meltdowns—both economic and environmental in nature—can be avoided. Environmental and Natural Resource Economics: An Encyclopedia offers the critical information needed to comprehend these complex issues. The entries cover topics in a manner parallel to how environmental economics is commonly taught, addressing basic concepts, environmental policy, natural resource economics, market failure, exhaustible and renewable resources, benefit-cost analysis, and applied welfare economics. Additionally, the book includes entries on key concepts of economics, movements, events, organizations, important individuals, and research areas relevant to the study of environmental and natural resource economics. This work stands alone as the only title currently offering such a breadth of coverage and level of detail written specifically for readers without specialized knowledge of environmental economics.
