Ultimately this policy failed, leaving behind inefficient state economic enterprises and widespread poverty. Political unrest in 1988 led a newly installed military government to liberalize the economy, opening it to foreign investment and private participation in trade. This move towards a market economy was in line with world-wide trends, but political instability forced the country to follow a course different from neighboring countries. By analyzing economic policies and performance across the economic spectrum, this book presents an overall picture of economic development in Myanmar between 1988 and the early 2000s. The authors synthesize both macro and micro level data to overcome some of the limitations of unreliable national statistics, and show how the government attempted to deal with two key issues it faced. The first was how to reform the inefficient socialistic economic system in conformity with a market economy, and the second was how to develop the agricultural and underdeveloped economy to alleviate mass poverty.

Emerging states have engaged in the promotion of agriculture, trade, and industry and played a transformative role to pursue a certain path of economic development. Their success has cast doubt about the principle of laissez faire among the people in the developing world. This doubt, together with the progress of democratization, has prompted policymakers to discover when and how economic policies should deviate from laissez faire, what prevents political leaders and state institutions from being captured by vested interests, and what induce them to drive economic development. This book offers both historical and contemporary case studies from Japan, South Korea, Taiwan, Singapore, Indonesia, Malaysia, Myanmar, Ethiopia, Kenya, and Rwanda. They illustrate how institutions are designed to be developmental, how political coalitions are formed to be growth-oriented, and how technocratic agencies are embedded in a network of business organizations as a part of their efforts for state building.

IRASEC and the Observatory on Illicit Trafficking wanted to fill this gap by giving the floor to Professor Winston Set Aung, the founder and the director of the Asia Development Research Institute, and director of the Asia Language and Business Academy in Myanmar. He is also an MBA lecturer at the Institute of Economics in Yangon and is involved in several international and regional research programs in partnership with various research institutes including the Institute of Asian Studies, Chulalongkorn University, Thailand; Tokyo University, Japan; and the Institute for Security and Development Policy of Sweden, Stockholm Environmental Institute. The focus of Professor Winston Set Aung’s study is to provide a Myanmar-centric perspective on informal or illegal trade. The causes of informal and illegal exchanges are identified and described without commenting on their origins. The fourth coup of 1 February 2021 was the latest by the military to control those aspects of society it deemed essential to its own interests, and its perception of state interests. The military’s institutional power was variously maintained by rule by decree, through political parties it founded and controlled, and through constitutional provisions it wrote that could not be amended without its approval. This fourth coup seems a product of personal demands for power between Senior General Min Aung Hlaing and Aung San Suu Kyi, and the especially humiliating defeat of the military-backed party at the hands of the National League for Democracy in the November 2020 elections. The violent and bloody suppression of widespread demonstrations continues, compromise seems unlikely, and the previous diarchic governance will not return. Myanmar’s political and economic future is endangered and suppression will only result in future outbreaks of political frustration.
