Unavoidable Industrial Restructuring in Latin America compares the development path of Latin America with that of the East Asian newly industrialized countries (NICs), the United States, and Europe in the 1970s and 1980s to show the national policies and international cooperation necessary to set Latin American countries on the road to healthy economies. Fernando Fajnzylber argues that technological and industrial progress is the driving force of a positive relationship among dynamism, competitiveness, austerity, and equity. Latin America's failure to master this technological progress underlies its economic difficulties. To overcome the inheritance of past mistakes, the author maintains, Latin America must undergo not only macroeconomic stabilization and a reduction of the debt burden, but also a complete transformation of the production structure. The role of the state and the institutional setup need to be modified and new social and sectoral policies devised. Fajnzylber sees this radical restructuring as an unavoidable step if Latin America is ever to achieve a workable balance between growth and equity.

Book excerpt: The rationalizing and restructuring of industries is an increasingly important phenomenon in all countries of the OECD and in many developing countries as well. This paper examines that phenomenon from a number of different angles. It defines a taxonomy of restructuring in terms of the level at which restructuring takes place (company, sector or economy-wide) and the motivation behind it (defensive or positive). It attempts to identify the market failures that may justify government intervention with the process. The paper then uses this analytical framework to examine why the pressures on governments to intervene have so manifestly intensified in recent times, and to identify types of industries most likely to be the object of such intervention. Finally, the paper provides a selective and comparative overview of the industrial restructuring experiences of six major OECD countries. The juxtaposition of the theoretical arguments for intervention to correct market failures with the descriptive analysis of OECD country experiences, provides both an analytical framework and certain policy implications of relevance in a developing country context.

Book excerpt: The pre-1990 Swedish tax system strongly disfavored younger, smaller and less capital-intensive firms and sectors and discouraged entrepreneurship and family ownership of businesses in favor of institutional ownership. Credit market regulations, the national pension system, employment security laws and centralized wage setting in Sweden reinforced the distortionary impact of the tax system. We describe the relevant Swedish policies and institutional arrangements, and we explain why the attendant distortions are likely to have hampered the efficient allocation of resources, reduced productivity, and retarded economic growth and recovery. We also develop evidence on the consequences of these distortions for the size structure and industrial distribution of employment. Taking the U.S. industrial distribution as a benchmark that reflects a comparatively neutral set of policies and institutions, Sweden's employment distribution is sharply tilted away from lower wage industries, less capital-intensive industries, and industries characterized by greater employment shares for smaller firms and establishments. Compared to other OECD economies, Sweden has the lowest rate of self employment, a dominant role for larger firms, and highly concentrated ownership and control of private-sector economic activity.
