Book excerpt: This thesis further highlights how regulations arise in the policy-making process; and to what extend they stem from either anti-competitive interests between established firms, a lack of information among policymakers, or simply planners' failure to integrate taxis into a more comprehensive regional transportation system. Ultimately this thesis argues that some of Iowa City's taxicab regulations, particularly the liability insurance minimums for drivers, the terms of operation for dispatching, and the profiling of immigrant and small firm cabbies by ICPD are burdensome and unnecessary. Loosening of these restrictions would benefit small firm and drivers, the general consumer of taxi services, and compliment larger city planning goals in Iowa City, Iowa. Despite the costs and burdens, this thesis does not justify complete deregulation for Iowa City's transportation policy, particularly when case studies of such efforts have not always yielded positive benefits. Instead, this thesis advocates for "better regulation", to be enforced on a regional level, rather than at a municipal level.

Book excerpt: This Round Table examined the basic case for liberalisation of the taxi industry, and reviewed experiences with taxi (de-)regulation in OECD and ECMT member countries. There are a number of aspects to regulation of the taxi industry: regulation of entry into the industry, price regulation and service quality regulation. The discussions of these aspects concluded that little empirical evidence supported the argument that entry restrictions improved capacity utilisation. On the contrary, the case could be made that increased entry and associated economies of density, as well as shorter passenger waiting times, warranted subsidies for entry. The need for price regulation depends on the type and structure of the taxi market. Consumers face search and switching costs when they require taxi services, which gives taxi operators considerable price-setting power. The abuse of that market power is greater in unfamiliar geographic environments and in the cruising market. In markets dominated by dispatch centres, firms may earn a reputation for high or low service prices, which opens up the possibility of some price competition. A similar argument applies to service quality. The more anonymous the market, the greater the need for regulation. Again, dispatch centres enhance the self-regulatory role of competition for repeat customer relations by building a good reputation. Experiences with deregulating the taxi industry have had mixed results. Where the taxi industry has been liberalised, there has generally been massive entry, leading to consumer benefits in the form of shorter waiting times. Background papers were presented by Catherine Liston-Heyes from Holloway University, London, Jon-Terje Bekken from the TOI, Norway, Peter Bakker from the AVV, The Netherlands and Denis Cartier, from the Quebec Ministry of Transport, Canada.

Book excerpt: "TRB Special Report 319 analyzes the ways that innovative transportation services--including ridesharing, carsharing, bikesharing, and microtransit--are changing mobility for millions of travelers. Such services could reduce congestion and emissions from surface transportation if regulated wisely to encourage concurrent, instead of sequential, ridesharing. Rapidly growing transportation network companies (TNCs), such as Uber and Lyft, however, are disrupting conventional taxi and limousine services and are raising policy challenges related to personal security and public safety, insurance requirements, employment and labor issues, and accessibility and equity. The committee's report offers guidance to state and local officials responsible for policy setting and regulation of for-hire transportation services in each of these areas. The report also addresses the need for greater consistency in regulations across jurisdictions and calls for TNCs to share more information about the volume, the frequency, and the types of trips they are providing, to allow for informed regulation and planning of transportation services"--provided by publisher.

Book excerpt: As the airline industry and AT&T learned the hard way, legitimate profits based on the offering of superior service and lower prices are almost always higher than the illegitimate oligopoly profits earned in the cozy and lazy cocoon of the protected cartel. It can not be disputed that economic regulation that creates cartels, sets prices, and excludes competition, does inestimable harm to both the consumer and the public at large. What experience has shown, however, is that it does equal or greater harm to the protected producer, who grows complacent and stagnant. Anyone who lives in a regulated taxi environment such as New York City can test this conclusion. New York City has the largest transportation fleet in the world-12,000 taxicabs, 8,000 limousines and 30,000 cars for hire. By simply picking up a telephone and calling a taxi, documenting how long it takes to arrive and observing the condition of the taxi. The citizens of Indianapolis did just that, and they threw the economic regulators out-just as the people's representatives in Congress did with the regulators in the CAB and the ICC. Similar popular action will be necessary to achieve what the people did in Indianapolis. The regulators will never do it themselves. They never have and it is difficult to envision a scenario where they ever will. One observer, commenting on the result of airline deregulation, frames a key consideration for those still-regulated industries. "There appears to be one fairly clear message in the rich empirical analysis of the past two turbulent decades in the airline industry that should influence the debate ahead: Where and when competition exists, consumers benefit; where and when it does not, they suffer.” It has already been noted that the most extensive study of the taxi industry every conducted by the United States government concluded that "deregulating the cab industry would save $800 million and create 38,000 new jobs". Every day that regulators are permitted to delay their implementation of deregulation is the loss of irreparable resources and in the taxi and limousine industry the loss of thousands of potential jobs for hard working Americans.

Available in PDF, EPUB and Kindle. Book excerpt: Transportation Network Companies and Taxis: The Case of Seattle is a modern economic case history and thorough analysis of the devastating impact of the transportation network company (TNC) industry (Uber and Lyft) on the taxicab industry in Seattle, Washington, beginning in 2014. The events that transpired and lessons learned are applicable to most large cities in North America, Europe and Australia. As the regulator of the taxicab and TNC industries in Seattle during this period, the author offers a unique insider perspective. The book also provides internal operating statistics on the TNC industry, which are available here for the first time. Despite the spectacular growth of the TNC industry, growth rates have steadily declined and may fall to zero by 2019 or 2020, while the taxicab industry appears to have begun a modest recovery. This book offers a thorough explanation of how and why this decline has happened. It explains the taxicab industry, economic deregulation, competitive market failure, market disruption, price elasticity of demand and other concepts. There is also a wealth of data, computations and analysis for the specialized reader. This book considers the past, present and future of the taxicab and TNC industries in Seattle, It is recommended for both the general reader and industry professionals.

Book excerpt: The vehicle for hire (VFH) market – broadly comprising taxis, limousines, and app-based transport – has faced multiple and significant changes over the years, with the period since 2010 a time of major upheaval. This book documents the development of the market over time, examining its regulation and control structures, exploring its history, trends, and market theories, and discussing how these are both promoted and challenged by the changes affecting the sector. This book reviews recent developments in the VFH industry, from the influx of new market entrants and the emergence of app-based services to their widespread use, comparing international markets and their regulation, and draws on a series of case studies in key locations in North America, Europe, and Asia. It establishes and details economic, market, social, and political theory affecting the VFH industry and devotes its second half to the definition and emergence of transport typologies and markets in which the sector has a role (or potential role). The book concludes, from a neutral standpoint, on the balance between market participants, addressing the immediate future facing the industry, including the impacts of Covid and other external factors. It considers the short- and long-term effects of market change, the role played by regulators, and the market conditions imposed upon them. Written for industry practitioners – both suppliers and regulators – as well as the academic community, this book will inform the community and prompt further analysis of a significant and growing field in transportation.

Book excerpt: The taxicab makes a significant contribution to the accessibility of a city, and provides a wide range of services across many different social groups and urban environments. This study considers the roles and functions of the taxi from its origins as the first licensed form of public transport, to the current variations of vehicle type and operation, to predictions for its future development. Also addressed here is the impact which this ubiquitous form of transport has on contemporary urban life, and the analytical tools being used and developed for its licensing and control.
