Beginning with the major issue of attempts in the 1950s to americanize British industry, the authors also discuss the Conservatives policy on ompetition, education and training, investment and research and development. This new survey reveals that the Conservatives were informed about each of these issues, yet shrank from effective reform. They were, rather, reduced to inertia by ideological dilemmas, internal party antagonisms and conflicting strategic objectives. Tiratsoo and Tomlinson conclude that 1951 - 1964 were indeed 'thirteen wasted years'. This book will be of interest to all those concerned with the post-1945 economic and political history of Britain.

Book excerpt: For most of the twentieth century, the Conservative Party engaged in an ongoing struggle to curb the power of the trade unions, culminating in the radical legislation of the Thatcher governments. Yet, as this book shows, for a brief period between the end of the Second World War and the election of Harold Wilson's Labour government in 1964, the Conservative Party adopted a remarkably constructive and conciliatory approach to the trade unions, dubbed 'voluntarism'. During this time the party leadership made strenuous efforts to avoid, as far as was politically possible, confrontation with, or legislation against, the trade unions, even when this incurred the wrath of some Conservative backbenchers and the Party's mass membership. In explaining why the Conservative leadership sought to avoid conflict with the trade unions, this study considers the economic circumstances of the period in question, the political environment, electoral considerations, the perspective adopted by the Conservative leadership in comprehending industrial relations and explaining conflict in the workplace, and the personalities of both the Conservative leadership and the key figures in the trade unions. Making extensive use of primary and archival sources it explains why the 1945-64 period was unique in the Conservative Party's approach to Britain's trade unions. By 1964, though, even hitherto Conservative defenders of voluntarism were acknowledging that some form of official inquiry into the conduct and operation of trade British unionism, as a prelude to legislation, was necessary, thereby signifying that the heyday of 'voluntarism' and cordial relations between senior Conservatives and the trade unions was coming to an end.

In the course of research on the origins of Open Economy Macroeconomics, the significant contributions of Egon Sohmen came to the fore. Book excerpt: This study offers a distinctive new account of British economic life since the Second World War, focussing upon the ways in which successive governments, in seeking to manage the economy, have sought simultaneously to 'manage the people': to try and manage popular understanding of economic issues. In doing so, governments have sought not only to shape expectations for electoral purposes but to construct broader narratives about how 'the economy' should be understood. The starting point of this work is to ask why these goals have been focussed upon (and differentially over time), how they have been constructed to appeal to the population, and, insofar as this can be assessed, how far the population has accepted these narratives. The first half of the book analyses the development of the major narratives from the 1940s onwards, addressing the notion of 'austerity' and its particular meaning in the 1940s; the rise of a narrative of 'economic decline from the late 1950s, and the subsequent attempts to 'modernize' the economy; the attempts to 'roll back the state' from the 1970s; the impact of ideas of 'globalization' in the 1900s; and, finally, the way the crisis of 2008/9 onwards was constructed as a problem of 'debts and deficits'. The second part of the book focuses on four key issues in attempts to 'manage the people': productivity, the balance of payments, inflation, and unemployment. It shows how, in each case, governments sought to get the populace to understand these issues in a particular light, and shaped strategies to that end.

Rationing resulted in at times extensive black markets and popular attitudes to the policy ranged from wartime acquiescence to post-war discontent. Austerity in Britain qualifies the myth of common sacrifice on the home front and highlights the limitations of the fair-shares policy which failed to achieve genuine equality between classes or between men and women. The continuation of rationing and austerity policies after 1945 was central to party politics. Disaffection, particularly among women, undermined Labour's popularity while the Conservatives' critique of austerity was instrumental to the party's victories at the general elections of 1951 and 1955.
