Book excerpt: Existing demographic analyses do not explain the negative relationship between population growth and life-support systems that are now emerging in scores of developing countries. The demographic transition, a theory first outlined by demographer Frank Notestein in 1945, classified all societies into one of three stages. Drawing heavily on the European experience, it has provided the conceptual framework for a generation of demographic research. During the first stage of the demographic transition, which characterizes premodern societies, both birth and death rates are high and population grows slowly, if at all. In the second stage, living conditions improve as public health measures, including mass immunizations, are introduced and food production expands. Birth rates remain high, but death rates fall and population grows rapidly. The third state follows when economic and social gains, including lower infant mortality rates, reduce the desire for large families. As in the first stage, birth rates and death rates are in equilibrium, but at a much lower level. The theorists do not say what happens when developing countries get trapped in the second stage, unable to achieve the economic and social gains that are counted upon to reduce births. Nor does the theory explain what happens when second-stage population growth rates of 3% per year continue indefinitely and begin to overwhelm local life-support systems. (BZ)

The demographic rate only soared about 200 years ago, climaxing between the years 1950 and 2000. In that 50-year span, the population grew more than it had in the previous 5,000 years. Though these raw numbers are impressive, they conceal the fact that the growth rate of population topped out in the 1960s and may be negative later this century. The population boom is approaching a population bust, despite the current world population of seven billion people. In On the Cusp, economist Charles Pearson explores the meaning of this population trend from the arc of demographic growth to decline. He reviews Thomas Malthus's famous, but mistaken, 1798 argument that human population would exceed the earth's carrying capacity. That argument has resurfaced, however, in the current environmental era and under the threat of global warming. Aging is almost universal and will accelerate. This book examines the basic mechanisms behind the modernisation of demographic behaviour. The author has marshalled an impressive array of statistical material relating to sixty-seven countries, half of them less developed countries. Most of the tables are time-series, covering many decades and sometimes go back to the nineteenth, and even eighteenth centuries. The whole sweep of western experience is dealt with here impartially. Though technically sophisticated, the book also covers issues of interpretation and analysis. The author puts forward a number of challenging propositions: mortality decrease is shown to necessarily precede fertility and decline, so-called execptions being simply false exceptions. He shows how the decline of fertility is dependent on important and manifold social transformations. The strong connections between international migration and the course of demographic transition are demonstrated, as is the fact that less developed countries are following the same general patterns as MDCs. There is also discussion of why the theory of demographic transition must include the effect of population changes on the economic progress of society.

Book excerpt: In this book, a model of long-term interrelationships between income distribution, population growth and economic development is developed and estimated from data for 54 countries. The results indicate that a reduction of income inequality leads to lower fertility and mortality, to improvedbasic needs satisfaction, and to lower labour force participation of young and old males and of females in Asia and Africa. The effect of income distribution on saving and consumption is found to be negligible. These outcomes suggest that family planning and health policies in LDCs will show better results when they are supplemented with policies aimed at makingthe poor benefit from economic growth. As regards development policy, the results indicate that a reduction of income inequality does not impair the formation of physical capital, but enhances the formation of human capital and lowers the growth rate of the labour force.

Today it still is an ideal image for some but a warning for many others. The reason why opinion about the Swedish welfare model has changed is primarily Sweden's financial problems, which are associated with a badly financed and excessively large public sector. It is argued that the size of the budget deficit is a great problem in itself, but also, and perhaps more importantly, that the large public sector has negative effects on the entire economy since it lead to inefficient allocation of resources. A first step in order to solve these problems is to examine how they arose. The questions then are to what extent the large public sector which Sweden has today results from social entitlements which have come into existence since the 1960s, from the maturing of welfare systems decided upon earlier, from unfavourable demographic developments, or from economic stagnation, and how these factors are interlinked. What is quite clear is that Sweden has had very low economic growth during the 1970s and 1980s compared with the preceding period. But so have many other industrial countries, without their having in consequence found themselves in diffi culties as great as Sweden's. Therefore economic stagnation alone cannot explain Sweden's situation.
