The country's experience with stabilization and economic liberalization is reviewed, distinguishing between the 1976-78 period-when rapid devaluations, a reduction of the fiscal deficit and the easing of price and financial controls helped stimulate exports and growth-and the period after October 1978 when inconsistencies between exchange rate, import liberalization, wage, and fiscal policies produced a deep recession, high levels of inflation, and a serious balance of payments and external debt crisis. Despite present difficulties, the report concludes that the Argentine economy possesses important elements of long-term strength, which, with sustained economic recovery and sound domestic policies, should permit a resumption of growth, at the same time that the burden of external debt is gradually reduced. The report recommends a number of medium-term measures to improve fiscal management, including better tax administration, providing adequate export incentive to both agriculture and industry, and raising the efficiency of the financial system in mobilizing and allocating domestic savings.

Following Argentina's independence in 1816 and the development of the export-oriented agricultural sector, the province's control of the nation's biggest ports and waterways turned it into a major political and economic power. Rapid population growth, primarily driven by immigration, stimulated consumption, which led to the rise of manufacturing industries in and around the main urban centers in the province. The construction of the railway, which by 1914 had reached 35,000 km in length, gave Buenos Aires an additional advantage: it linked the agricultural interior of the country to the ports located in Buenos Aires, La Plata, and Bahia Blanca (as well as to Rosario in Santa Fe Province). Given the central role the Province of Buenos Aires plays in Argentina's economy, ensuring its sustained growth and competitiveness is a key national priority. The Province accounts for 35 percent of Gross Domestic Product (GDP), more than half of the country's manufacturing industry and 37 percent of its exports. Its private sector is the largest in the country, with every third Argentine company located in the province. The Province's schools and universities turn out a large share of Argentina's labor force, and its roads and ports transport the bulk of the country's domestic goods and exports to their respective markets. Argentina's economic success is therefore closely linked to that of the Province of Buenos Aires. This chapter provides a general background of the province's economic profile, growth record and social conditions.

Book excerpt: Despite a difficult economic context, President Macri’s administration, over the past two and a half years, has taken bold steps to eliminate a wide range of distortions in the economy. Efforts were also made to strengthen institutions (including the complete reconstruction of the statistics agency, in an effort to restore credibility to Argentine data), as well as an assertive effort to tackle corruption. Despite these efforts, a gradual approach to fiscal consolidation, combined with a tightening of global financial conditions, a poor harvest, and the introduction of a tax on nonresident holdings of short-term central bank paper, generated significant anxiety among market participants. Starting in mid-April, Argentina came under abrupt balance of payments pressures as both domestic and foreign investors decided to liquidate their position in onshore peso assets. To stem the outflows, the authorities significantly increased short-term interest rates, tightened fiscal policy, and sold foreign exchange. Shortly after taking these steps the government announced its intention to approach the IMF for an exceptional access Stand-By Arrangement.
