Available in PDF, EPUB and Kindle. Book excerpt: Developing a Sustainable Economy in Cameroon is an ambitious effort as the authors try to set a blue print for Cameroon's economy. In the 1980s facing economic crisis, and as dictated by the structural adjustment programme, Cameroon sharply cut public investment expenditures before later cutting government consumption which were followed by privatisation, liquidation of public companies and reduction in the size of the public sector. All these measures are believed to have had devastating effects on the economy. Given the performance of the economy so far the authors suggest that much more effort, with a strong commitment of the main stakeholders, is required to guarantee sustainable economic development in Cameroon. Truly, very few countries in Africa possess such enormous human and natural resources as Cameroon does. This volume brings out the challenges Cameroon faces in its quest for development as well as for designing appropriate strategies for addressing those development challenges.

Book excerpt: This country case study, part of the Operations Evaluation Department (OED) A Review of the 1991 World Bank Forest Strategy and Its Implementation, evaluates World Bank operations in Cameroon for their consistency with the strategy. The strategic aspects of those operations are judged here on their relevance, effectiveness, efficiency, institutional development, and sustainability. The fundamental objective of the forest policy reform in Cameroon was to establish a transparent, equitable, and sustainable management system for forest resources. The outcome of the reform process was limited, for four reasons. First, the government of Cameroon lacked genuine commitment and the capacity to carry out the reform. Second, key actors in the reform process (particularly foreign logging companies and the parliament) chose to oppose it. Third, partners such as the World Bank failed to devise an implementation strategy compatible with the underlying dynamics of political and socioeconomic changes in Cameroon. Finally, while Cameroon's forest policy is well codified in documents, it is poorly implemented. Although the reforms have led to increased tax revenues and increased the share of GDP attributable to the forest sector, the structural underpinnings of the sector have been little affected. Government agencies in the sector continue to be weak. The international logging companies that dominate the sector continue to have a free hand in the development and use of the forest resources of Cameroon. Local communities were left out of the reform process, despite the declared objective to include them in forest resource management. Overall, the interventions of the Bank inside and outside the forest sector in Cameroon were relevant to its strategic objectives, but they were neither efficacious nor efficient. Because of weak institutional development, the achievements are unlikely to be sustained. The Bank should focus its future reform efforts in Cameroon on the collection and dissemination of relevant and reliable information, working with a larger set of stakeholders, and using more Cameroonian expertise to gain local perspective and build capacity. The success of such an approach hinges on government commitment and the cooperation of other donor countries, including those with timber interests in Cameroon.

Book excerpt: Research Paper (postgraduate) from the year 2014 in the subject Economics - Macro-economics, general, grade: 3.8/5, , course: MANAGEMENT, language: English, abstract: The study investigates the effect of monetary policy on household consumption in Cameroon between 1980 and 2010. The objective of the study is to find out the relationship between monetary policy on household consumption in Cameroon and to recommend policies to improve on household consumption in Cameroon. The study uses secondary time series annual data from World Bank Group Development indicators for Cameroon. The work uses economic model showing household final consumption expenditure as a function of monetary and quasi money growth, real interest rate, total reserve and Gross National Income per capita. Given the trends of the variables estimated results indicate that Total reserve as a ratio of GNP and GNI per capita positively and significantly affect household consumption. Monetary and quasi monetary growth has a negative impact on household consumption. Policy makers therefore need to encourage Total reserve and GNI per capita. It is therefore strongly recommended that instrument of monetary policy should be used in the economy as means of influencing household consumption.

Book excerpt: Cameroon is rich in petroleum, minerals, tropical forests, wildlife, water systems, fertile lands, and much more. Paradoxically however, most citizens live in abject poverty and without jobs, potable water, electricity, good healthcare and roads. This book is a thoughtful interrogation of some of the structural factors driving persistent poverty in Cameroon in the midst of natural resource abundance. It engages in a multidimensional critical analysis of the impact of natural resources on basic development indicators and concludes that good resource governance and sound management are the missing link. Natural resources alone will not create socio-economic prosperity void of good management with a clear development vision and strategy in Cameroon. The book assembles a wide diversity of analysis, views, perspectives and recommendations from economists, development experts, social and political scientists, on Cameroons current development inertia. What emerges in the end is a coherent interdisciplinary analysis of the natural resource-development paradox as it plays out in an African setting. Theories and good practices from Africa and beyond are systematically applied to identify and critique present policy and management approaches while providing alternative options that can unlock Cameroons natural resource wealth for national prosperity.

Book excerpt: This book discusses the social and political consequences of the economic and financial crisis that befell African economies since the 1980s, using as case study the plantation economy of the Anglophone region of Cameroon. The focus is thus on recent efforts to liberalize and privatize an agro-industrial enterprise where overseas capital and its domestic partners have converged, the consequent modes of production and labour, and the alternatives proposed and resistance generated. The study details how the unprecedented crisis caused great commotion in the region, and presented a serious challenge to existing theories on plantation production and capital accumulation. The crisis resulted in the introduction of a number of neoliberal economic reforms, including the withdrawal of state intervention and the restructuring, liquidation and privatisation of the major agro-industrial enterprises. These reforms in turn had severe consequences for several civil-society groups and their organisations that had a direct stake in the regional plantation economy, notably the regional elite, chiefs, plantation workers and contract farmers. On the basis of extensive research in the Anglophone Cameroon region, Konings shows that these civil-society groups have never resigned themselves to their fate but have been actively involved in a variety of formal and informal modes of resistance.

Book excerpt: To become an upper-middle income country by 2035, as targeted in its Vision 2035 document, Cameroon will have to increase productivity and unleash the potential of its private sector. Specifically, Cameroon's real GDP must grow by around 8 percent and 5.7 percent in per capita terms over 2015-2035, which in turn will require the investment share of GDP to increase from around 20 percent of GDP in 2015 to 30 percent of GDP in 2035 and productivity growth to reach 2 percent over the same period, from its average rate of zero growth over the past decade. These are daunting yet doable challenges. To make it happen the public sector would need to reinvent itself and change its nature: reduce distortion, promote innovation and increase allocative efficiency; and more competitive markets would be needed to promote productivity gains. Based on the rigorous analysis of the Cameroonian economy using five main sources of data,1 the report will address the following topics: Chapter 1 analyzes constraints to growth, Chapter 2 explores constraints to enhance competitiveness, Chapter 3 examines the role played by the Cameroonian state on these constraints, and Chapter 4 derives from these analyses a set of actionable policy recommendations. The abstract contains the following structure: 1. Underpinnings of Cameroonian economy affecting growth potential 2. Recommendations on nine major areas of collaboration between the government and the private sector.

Book excerpt: This Selected Issues paper assesses the appropriate level of international reserves for the Economic and Monetary Community of Central Africa. The management of the regional central bank’s (BEAC’s) international reserves is governed by monetary cooperation agreements with France. In view of current risks, it is suggested that the BEAC should define its target level of international reserves. The BEAC should have a framework that reflects fairly each member state’s contribution to the pooled reserves. The enforcement of the surrender requirement should be based on a finding of noncompliance even if the target level is achieved. The institutional framework for reserve management should also provide for the achievement of the target level.

Book excerpt: This Selected Issues paper looks at some Central African Economic and Monetary Community (CEMAC) specific regional dimensions of a possible strategy to enhance governance, which would support specific reforms in this area at the country level. The paper describes the specific dimensions of governance covered in the note. The paper also analyzes governance and corruption in the areas of public financial management, anti-money laundering, and the link between the oil sector and public resources. The CEMAC regional institutions will have to play a central role to lead progress in these areas, and support member countries’ own efforts. Due to such actions result in giving a coherent framework to actions conducted at the country level, the synergic dimension can spur a virtuous circle, key to earn the benefit of an economic and monetary union. The success of the regional strategy that CEMAC member countries and regional institutions are implementing to exit the severe crisis they are facing depends critically on creating the conditions for laying the ground for a diversified economy, within a well-functioning regional market and an environment that provides opportunities for all and where public resources are geared to most productive use.
