The contributors focus on three issues: the failure of past attempts at integration, the impact on countries involved in any future integration and the possible lessons from other regional experiences, particularly the European Union. A common theme is the importance of extending the reach of cooperation efforts beyond trade in goods.

Book excerpt: A Brookings Institution Press and the Egyptian Center for Economic Studies (ECES) publication Improving the economic performance of Arab countries is now more critical than ever. The region faces high population growth rates, rising unemployment, and modest economic growth coupled with increasingly intense competition from emerging markets in eastern Europe, Latin America, and Asia. Meeting these challenges requires finding ways to overcome political obstacles that impede socially beneficial economic reforms. Despite fifty years of repeated attempts at Arab economic integration, the results in terms of intraregional trade and investment flows have been very modest. This book explains why and discusses possible ways forward. The authors draw especially on the success of the European Union to assess the scope of Arab economic integration as an instrument for narrowing the persistent gap between the region¡¯s economic potential and its performance.

Available in PDF, EPUB and Kindle. Book excerpt: The Arab countries are increasingly recognising their importance as a regional economic grouping. Given the highly skewed distribution of natural, human and financial resources, the course of economic development in the Arab countries seems to be interrelated. Through pooling their resources and markets these countries will not only be able to optimise investment decisions but also broaden the potential for development. This book argues that economic integration is not merely a question of reducing or eliminating discriminatory measures, as emphasised in previous integration attempts. It calls rather for a positive action based on a regional investment strategy which coordinates production programmes, to reap the benefits of specialisation and scale. The book focuses on past industrialisation efforts in the Arab countries and examines the emerging patterns of industrial growth. A pioneering attempt is made to identify specific industries whose economic viability can be enhanced by conceiving them on a regional basis. The book concludes by framing a strategy for an integrated industrial development in the Arab region. First published in 1982.

Book excerpt: In this book, scholars, journalists, and officials of Arab, pan-Arab, and non-Arab institutions afford insights into the problems of Arab economic development and integration. The contributors, who met on the occasion of the 11th Arab Summit (also known as the First Arab Economic Summit), demonstrate that Arab economic integration is the best means by which individual Arab countries can achieve economic development. Their study of the integration process, the obstacles encountered, and the results achieved, in addition to being of interest to anyone concerned with the Arab world, is of particular relevance to those studying economic development in the Third World and South-South or North-South relations.

In 2000, a major international conference was organized by the Arab Planning Institute to identify, analyze and compare development challenges facing Arab countries at the dawn of the new millennium. An interdisciplinary team of scholars were brought together from the fields of regional science, development studies, economics, business and government policy and together they addressed global, regional and domestic challenges and their impact on the Arab region. This volume brings together the best papers presented at this conference. In doing so, it offers up-to-date insights into, and a clearer understanding of this region. It highlights issues including: economic and social implications of globalization; strategic alliances; the implications for Arab countries of emerging technological patterns; the impact of the European Monetary Union and the euro; Arab regional integration; education; and the development of individual Arab country's economies.

Book excerpt: The goal of this first edition of the Assessing Arab Economic Integration Report is to provide a quantitative assessment of regional economic integration efforts, and generate practical and implementable policy advice for Member States. Following a concise review of the potential impact and channels of economic integration, a system of indexes has been developed for performance evaluation, monitoring and comparison of integration at the global, regional, and bilateral levels. This report shows that Arab countries abilities to unlock the potential for further intra-regional integration rely partly on their capacity to address a number of cross cutting structural features that act as facilitators and condition their performances. It makes a clear argument that economic integration is a means by which Arab countries can ensure their growth and diversification, thus bringing both individual country-level and communal regional-level benefits.

Book excerpt: Diploma Thesis from the year 2009 in the subject Business economics - Economic Policy, grade: 2,3, University of Hohenheim, language: English, abstract: In this study it is intended to investigate today ́s actual economic interdependence of what we would call the Middle East and North African (MENA) region and to analyze its economic interweaving, both among its member countries and into the global trading system. Being aware of the complexity and breadth of this topic, the author has chosen only three subset economic integration agreements, both between the countries of the MENA region (intraregional) - also comprising a subregional agreement - and between the MENA region and other regions (interregional), for closer analysis. Concerning the efforts made towards interregional economic integration, this thesis concentrates mainly on the so-called EU-MED Partnership which was initiated at the Barcelona Conference in 1995 and aims to establish an EU-Med Free Trade Area (EMFTA) by the year 2010 including the EU and the 12 so-called Mediterranean countries which, apart from Malta, Cyprus and Turkey, all belong to the MENA region. In contrast, on the intraregional level, the latest initiative in 1997 will be examined, where 17 out of 22 Arab League member states - all of which also belong to the MENA region apart from Sudan - joined to constitute a "Greater Arab Free Trade Area" (GAFTA, mainly to get rid of traditional trade barriers for goods. On the smaller subregional level, the Gulf Cooperation Council (GCC), consisting of 6 Gulf countries, which plans the establishment of a common currency by 2010, will be examined more closely. With GAFTA, GCC and the EU-MED Partnership all being in a different depth of integration and each representing one of the three different levels of integration (subregional, intraregional, interregional), the author holds the view that this choice reflects the actual state of integration in the region best. In a nutshell, this study tests the

Book excerpt: The paper analyzes the scope and implications of greater economic integration in the Middle East and North Africa (MENA). After reviewing whether MENA satisfies the defining characteristics of a region, it documents the low level of regional economic interaction. It argues that gains from greater regional interactions will depend primarily on implementing domestic reform and external policies that, in any case, are needed for the region to benefit from the broader process of globalization of the world economy. It also discusses measures aimed directly at facilitating regional interaction.
