Book excerpt: Irrigation development has been identified as a means to stimulate economic growth and rural development in Ethiopia. However, little attempt has been made to quantify the contribution of irrigation to national income. Using data from selected irrigation schemes, representing small, medium and large-scale schemes of modern or traditional typologies; the present coverage and planned growth of irrigation, actual and expected contributions of irrigation to the national economy were quantified following the approach of adjusted gross margin analysis. Our results show that irrigation yields 219.7% higher income compared to the rainfed system while its current and future contribution to agricultural GDP is estimated to be about 5.7 and 12% although irrigation covers about 5 and 9% of the total cultivated land area, respectively.

Many waterbirds in Kesterson National Wildlife Refuge were dying or suffering reproductive failure. Located in the San Joaquin Valley (Valley) of California, the Kesterson Reservoir (Kesterson) was used to store agricultural drainage water and it was soon determined that the probable cause of the damage to wildlife was high concen trations of selenium, derived from the water and water organisms in the reservoir. This discovery drastically changed numerous aspects of water management in California, and especially affected irrigated agriculture. In fact, the repercussions spilled over to much of the Western United States. For a century, water development for irrigation has been a religiously pursued means for economic development of the West. The primary objective of the Reclamation Act of 1902 was, purportedly, the development ofirrigation water to support family farms which, in turn, would enhance the regional economy (Worster, 1985).

The analysis is based on cross-sectional climate, hydrological, soil, and household level data for a sample of 816 households, and uses a seasonal Ricardian model. Estimated marginal impacts of climate variables suggest that global warming is harmful for agricultural productivity and that changes in temperature are much more important than changes in precipitation. This result is confirmed by the predicted impact of various climate change scenarios on agriculture. The results further confirm that the temperature component of global warming is much more important than precipitation. The authors analyze farmers' perceptions of climate variations and their adaptation to these, and also constraints on adaptation mechanisms. The results suggest that farmers in Kenya are aware of short-term climate change, that most of them have noticed an increase in temperatures, and that some have taken adaptive measures.
