A number of economists have claimed that economic growth can benefit the environment, recruiting political support and finance for environmental policy measures. This view has received increasing support since the early 1990s from empirical evidence that has challenged the traditional environmentalist's belief that economic growth degrades the environment. This book reviews the theoretical and empirical literature on growth and the environment, giving an in-depth empirical treatment of the relationship between the two. Various hypotheses are formulated and tested for a number of indicators of environmental pressure. The test results indicate that alternative models and estimation methods should be used, altering previous conclusions about the effect of economic growth on the environment and offering an insight into the forces driving emission reduction in developed countries.

The research attempts to uncover the similarities as well as the differences across countries of the charac teristics of environmental effects on cities and metropolitan areas during the process of industrial development. Over the past several decades, a notable behavioral shift has been observed in many developed countries. People appear to be switching from an almost exclusive concern for material (commodity) consumption to a broader set of concerns that includes interest in so-called environ mental problems and in improving the quality of life (USEPA 1973). These new areas of concern include, of course, the problems of pollution, congestion, and, in general, environmental degradation in urban areas. People seem to be becoming increasingly conscious of the physical as well as the social environment. Richard L. Are the preferences of the poor towards a cleaner environment really different from those of the rich? Environmental economists have traditionally focused on efficiency issues. In their analyses the quality of the environment is usually related to aggregate or average variables, like per capita income; policy recommendations are usually formulated considering efficiency with no regard for equity and also the predicted effects of policies are evaluated in aggregate terms. The essays collected in this volume go into the problem of the relationship between environmental quality and income distribution. The book’s opening essay shows how different theories of economic growth and environmental quality seem to suggest that the higher the level of income the higher is the value of environmental protection. The essays that follow, a mix of already published papers and of papers solicited for this book, analyse the relationship between environmental quality and income distribution from different perspectives (both micro and macro) and on the basis of more than one methodology. This book highlights that the preferences of the poor towards a cleaner environment may differ from those of the rich, but income is also very likely to represent only one factor affecting them. The essays consider other relevant factors affecting preferences for environmental quality. What clearly emerges is that the distribution of costs and benefits of environmental policies is the key for their successful implementation, and that further research is needed to both address the distributional effects themselves and the strategies to mitigate them.

Since the second half of the 1980s, there has been an increasingly frequent use of the term "sustainable development", to refer to the preoccupation that the production of goods and services may decrease standards of living. It is natural to analyze this question from the point of view of economic models, which may be helpful in at least identifying the main factors behind such preoccupations and perhaps in suggesting policy measures. Indeed, models are useful to discuss some relevant factors, like the structure of production of the economy, the type of preferences and goals pursued by agents, and the elements of uncertainty. This monograph will consider some of these themes: there will be a study of the analytical framework which can be used for the purpose of defining and analyzing sustainability, and some discussion of how to calibrate a restricted version of the model to empirical data. There will be also some analysis about which type of uncertainty should be incorporated into the model, and which objective functions may be useful for policy purposes. Also, there will be discussions about the key variables which should be included, and some description of a general framework.
