Book excerpt: A pronounced trend in the past two decades toward the adaption of new tools of mathematics and logic to the analysis of social phenomena poses a rather serious problem to the majority of social scientists who have not had occasion to develop the mathematical skills necessary for an understanding and appraisal of the new techniques. This paper presents one particular method for the mathematical analysis of economic problems, that of linear programming, in such a way that a reader who is willing to follow closely the step-by-step reasoning may gain a clear understanding of the required conceptual apparatus. Linear programming, although in one sense an extension of the classic methods of marginal analysis, represents a break with past tradition in that deals with discrete sets of points (combinations of activities) rather than the continuous non-linear sets of points as required by the conventional marginal analysis. The new approach takes into consideration the greatly limited possibilities for substitution of factors involved in most economic activities. It permits the determination of a program of resource utilization which will yield an optimum "return" of some sort without violating certain constraint conditions. Mathematically, such an analysis is related to the concept of inequalities which were shown by Minkowski to be geometrically equivalent to convex bodies. An example, that of a firm which produces three products but is limited in its output by the availability of machines of two types, is used in the first six chapters to develop all the required techniques of the simplex method of solution of the linear programming problem. The concepts of convex sets, which are the geometrical analogue of the contstraint conditions imposed by the scarcity of some resources, are used in Chapters VII and VIII to present a mathematically more elegant development of the subject matter. The broad foundations of mathematical programming rest ultimately on the concepts developed in the mathematical theory of games of strategy. The zero-sum two person game problem can be "reduced" to the linear programming problem i ntwo different ways. The resulting "dual" problems are related in that the maximum value which results from the solution of one is equal to the minimum value resulting from the other. The basic concepts of the mathematical theory of games of strategy and of "duality" are presented in Chapters IX and X. Mathematical programming, which is especially useful in the delineation of consequences of alternative plans of action under given conditions, shows considerable promise as a tool of analysis and decision making. This presentation may make one such mehtod more understandable and hence more available for possible use.

The main purpose has been to give a rigorous foundation of stochastic dynamic programming in a manner which makes the theory easily applicable to many different practical problems. We mention the following features which should serve our purpose. a) The theory is built up for non-stationary models, thus making it possible to treat e.g. dynamic programming under risk, dynamic programming under uncertainty, Markovian models, stationary models, and models with finite horizon from a unified point of view. b) We use that notion of optimality (p-optimality) which seems to be most appropriate for practical purposes. c) Since we restrict ourselves to the foundations, we did not include practical problems and ways to their numerical solution, but we give (cf.section 8) a number of problems which show the diversity of structures accessible to non stationary dynamic programming. The main sources were the papers of Blackwell (65), Strauch (66) and Maitra (68) on stationary models with general state and action spaces and the papers of Dynkin (65), Hinderer (67) and Sirjaev (67) on non-stationary models. A number of results should be new, whereas most theorems constitute extensions (usually from stationary models to non-stationary models) or analogues to known results.
