Book excerpt: "The services sector critical source of income and employment in Africa. As the most dominant sector in many African economies, it has become a dynamic driver of growth in the continent in recent years. This dynamism, however, has not translated into a structural transformation of the continent. Africa's services provision remains suboptimal and is delivered at a high cost. Various regulatory and policy shortcomings prevail, which explain these inefficiencies and impede Africa's capacity to fully capitalize on the potential of its services sector. If the continent is to fully realize the benefits of development, services must play an enhanced role in the growth process. Regulation of and policies for infrastructure services need to better target existing market failures and address structural impediments to improve performance in the sector and unleash the potential of Africa's services economy. The Economic Development in Africa Report 2015, subtitled Unlocking the Potential of Africa's Services Trade for Growth and Development, examines some of the major policy issues that underlie Africa's services sector and provides policy guidance on how services could contribute to Africa's regional integration and generate inclusive growth and employment. More broadly, the report discusses how services can contribute to sustainable growth and development continent-wide, especially given the enabling role of services and their capacity to link with other sectors. Africa needs to boost services trade and become better integrated in global value chains. The report makes specific and actionable policy recommendations on how to better leverage Africa's services trade and the related development, employment and growth benefits. The report emphasizes the need for greater policy coherence at the national, regional and international levels to address services sector and trade policy disconnects."--Publisher's description.

Available in PDF, EPUB and Kindle. Book excerpt: In recent years, Africa has undergone the longest period of sustained economic growth in the continent’s history, drawing the attention of the international media and academics alike. This book analyses the Africa Rising narrative from multidisciplinary perspectives, offering a critical assessment of the explanations given for the poor economic growth and development performance in Africa prior to the millennium and the dramatic shift towards the new Africa. Bringing in perspectives from African intellectuals and scholars, many of whom have previously been overlooked in this debate, the book examines the construction of Africa’s economic growth and development portraits over the years. It looks at two institutions that play a vital role in African development, providing a detailed explanation of how the World Bank and the IMF have interpreted and dealt with the African challenges and experiences. The insightful analysis reveals that if Africa is rising, only 20-30 per cent of Africans are aboard the rising ship, and the main challenge facing the continent today is to bring on board the majority of Africans who have been excluded from growth. This book makes the complex, and sometimes confusing debates on Africa’s economic growth experience more accessible to a wide range of readers interested in the Africa story. It is essential reading for students and researchers in African Studies, and will be of great interest to scholars in Development Studies, Political Economy, and Development Economics.

Available in PDF, EPUB and Kindle. Book excerpt: The service sector accounts for a huge proportion of global employment, and is the biggest driver of gross domestic product in developing nations. Yet there has been little research uncovering its scope, potential and implications on sustained and inclusive economic growth. This is especially true for Africa, which has seen a strong growth trajectory in recent years. This book presents a new frontier of research, offering insightful perspectives on the 21st-century realities of the service sector and its effect on economic development in Africa. The analysis presented here will be of relevance to academics and policymakers with an interest in Africa’s role in the global economy.

Book excerpt: The revival of economic growth in Sub-Saharan Africa is all the more welcome for having followed one of the worst economic disasters—a quarter century of economic malaise for most of the region—since the industrial revolution. Six of the world's fastest-growing economies in the first decade of this century were African. Yet only in Ethiopia and Rwanda was growth not based on resources and the rising price of oil. Deindustrialization has yet to be reversed, and progress toward creating a modern economy remains limited. This book explores the vital role that active government policies can play in transforming African economies. Such policies pertain not just to industry. They traverse all economic sectors, including finance, information technology, and agriculture. These packages of learning, industrial, and technology (LIT) policies aim to bring vigorous and lasting growth to the region. This collection features case studies of LIT policies in action in many parts of the world, examining their risks and rewards and what they mean for Sub-Saharan Africa.

Book excerpt: Sustainable Industrialization in Africa explores the issues that confront development policy in the context of the MDGs and the post-2015 development agenda from an African perspective. The book argues that development is an ultimate outcome of sustainable, equitable industrialization, and that any development agenda for the future has to ensure that industrialization is fostered in a way that makes economies independent and responsive to the needs of all citizens. Future challenges for sustainable industrialization in Africa, based upon the differences in its current industrialization trajectories, are discussed to ensure that industrial growth results in positive economic and social outcomes in the context of the post-2015 development agenda.

Available in PDF, EPUB and Kindle. Book excerpt: One of the most prominent objectives of the Millennium Development Goals is to have member States halve their levels of absolute poverty by 2015. Whilst some developing countries are making progress towards this target, recent statistics show indicate that in the countries of Sub-Saharan Africa the numbers living in poverty is increasing. One of the reasons for this is its relatively low rate of economic growth. This year's Economic Development in Africa report examines the potential of African countries to strengthen domestic financial resource mobilisation, in order to reduce dependence on official development assistance (ODA), and diversify their development resources and channel these resources to productive investments. It highlights the need for "developmental States" in Africa with the required policy space to design and implement policies that address their priorities and make optimal use of available resources in a way that leads to a virtuous circle of accumulation, investment, growth and poverty reduction.

It examines the potential role of regional integration through the establishment of a common currency union and of other policy options that can enhance economic growth. The authors suggest appropriate methods of coordination between macroeconomic policy and industrialization to achieve higher economic growth and also examine why pro-poor strategies have not been successful. The book underscores the challenges and opportunities that will arise from the structural change to the region’s economies resulting from the necessary investment in manufacturing exports, ICT and infrastructure, which are key vehicles for extended growth. Readers will learn how the region can better reach its developmental goals by securing and perpetuating political liberty and transactional freedom for all its citizens.

Available in PDF, EPUB and Kindle. Book excerpt: ‘A valuable corrective to the fraying narrative of [African] failure.’ Foreign Affairs Not so long ago, Africa was being described as the hopeless continent. Recently, though, talk has turned to Africa rising, with enthusiastic voices exclaiming the potential for economic growth across many of its countries. What, then, is the truth behind Africa’s growth, or lack of it? In this provocative book, Morten Jerven fundamentally reframes the debate, challenging mainstream accounts of African economic history. Whilst for the past two decades experts have focused on explaining why there has been a ‘chronic failure of growth’ in Africa, Jerven shows that most African economies have been growing at a rapid pace since the mid nineties. In addition, African economies grew rapidly in the fifties, the sixties, and even into the seventies. Thus, African states were dismissed as incapable of development based largely on observations made during the 1980s and early 1990s. The result has been misguided analysis, and few practical lessons learned. This is an essential account of the real impact economic growth has had on Africa, and what it means for the continent’s future.

Book excerpt: After two decades of adjustment without economic growth, there are some real signs of improving economic performance in Africa, including new trade and investment opportunities arising from increasing demand in emerging markets, and there has also been progress on debt relief. This report examines how the commitment by the international community to double aid to Africa by 2015 might place the continent on a sustainable development path and concludes that, if this commitment is to translate into sustainable poverty reduction, new thinking is required to tackle the unbalanced state of the international aid system, such as high transaction costs, lack of transparency and excessive demands placed on the weak institutions of recipients. The "big push" needed requires a new aid architecture with a much larger multilateral component, managed under different institutional arrangements, and the provision of much greater policy autonomy to recipients.
