Book excerpt: The period from 1960 to 2000 was one of remarkable growth and transformation in the world economy. Why did most of Sub-Saharan Africa fail to develop over this period? Why did a few small African economies succeed spectacularly? The Political Economy of Economic Growth in Africa, 1960–2000 is by far the most ambitious and comprehensive assessment of Africa's post-independence economic performance to date. Volume 1 examines the impact of resource wealth and geographical remoteness on Africa's growth and develops a new dataset of governance regimes covering all of Sub-Saharan Africa. Separate chapters analyze the dominant patterns of governance observed over the period and their impact on growth, the ideological formation of the political elite, the roots of political violence and reform, and the lessons of the 1960–2000 period for contemporary growth strategy.

Has Africa always been poor? What has been the nature of Africa's poverty and how do we explain its origins? This volume takes a necessary interdisciplinary approach to these questions by bringing together perspectives from archaeology, linguistics, history, anthropology, political science, and economics. Several contributors note that Africa's development was at par with many areas of Europe in the first millennium of the Common Era. Why Africa fell behind is a key theme in this volume, with insights that should inform Africa's developmental strategies.

Available in PDF, EPUB and Kindle. Book excerpt: This publication is the 8th in an annual series that reviews the continent's economic performance and near-term prospects. This report examines the recent trends and prospects. African economies continue to sustain the growth momentum of previous years, recording an overall real GDP growth rate of 5.7 per cent in 2006 compared to 5.3 per cent in 2005 and 5.2 per cent in 2004. As many as 28 countries recorded improvements in growth in 2006, relative to 2005. Only Zimbabwe recorded a negative growth rate in 2006. Africa's growth performance in 2006, as in previous years, was underpinned by improvement in macroeconomic management in many countries, and strong global demand for key African export commodities, sustaining high export prices, especially for crude oil, metals and minerals. But the growth rates still fall short of the levels required to achieve the Millennium Development Goals by 2015. The continent faces the challenge of both accelerating growth and sustaining growth rates over an extended period. African countries need to sustain reforms to macroeconomic stability and improve the domestic investment climate to promote private sector activity. They also need to design strategies for diversification of their product and export base as a means of increasing growth and sustaining the growth momentum. The second part of the report looks at diversification trends, and suggests policies for achieving diversification.

Available in PDF, EPUB and Kindle. Book excerpt: The world's demand for food is expected to double within the next 50 years, while the natural resources that sustain agriculture will become increasingly scarce, degraded, and vulnerable to the effects of climate change. In many poor countries, agriculture accounts for at least 40 percent of GDP and 80 percent of employment. At the same time, about 70 percent of the world's poor live in rural areas and most depend on agriculture for their livelihoods. World Development Report 2008 seeks to assess where, when, and how agriculture can be an effective instrument for economic development, especially development that favors the poor. It examines several broad questions: How has agriculture changed in developing countries in the past 20 years? What are the important new challenges and opportunities for agriculture? Which new sources of agricultural growth can be captured cost effectively in particular in poor countries with large agricultural sectors as in Africa? How can agricultural growth be made more effective for poverty reduction? How can governments facilitate the transition of large populations out of agriculture, without simply transferring the burden of rural poverty to urban areas? How can the natural resource endowment for agriculture be protected? How can agriculture's negative environmental effects be contained? This year's report marks the 30th year the World Bank has been publishing the World Development Report.

The results indicate that (i) an increase in private investment has a relatively large positive impact on per capita growth; (ii) growth is stimulated by public policies that lower the budget deficit in relation to GDP (without reducing government investment), reduce the rate of inflation, maintain external competitiveness, promote structural reforms, encourage human capital development, and slow population growth; and (iii) convergence of per capita income occurs after controlling for human capital development and public policies.

Book excerpt: "The African Development Report 2007 is the nineteenth annual survey of economic and social progress in Africa. The Report provides comprehensive analysis of the state of the African economy, examining development policy issues affecting the economic prospects of the continent. The African Development Bank Group is a regional multilateral development finance institution the members of which are all of the 53 countries in Africa and 24 countries from Asia, Europe, North and South America. The purpose of the Bank is to further the economic development and social progress of African countries, individually and collectively. To this end, the Bank promotes the investment of public and private capital for development, primarily by providing loans and grants for projects and programs that contribute to poverty reduction and broad-based sustainable development in Africa. The non-concessional operations of the Bank are financed from its ordinary capital resources. In addition, the Bank's soft window affiliates - the African Development Fund and the Nigeria Trust Fund - provide concessional financing to low-income countries that are not able to sustain loans on market terms."--Publisher description.

Book excerpt: The 2017 Economic Report on Africa focuses on the linkages between industrialization and urbanization. Urbanization is one of Africa mega trends with profound implications for the social, economic, environmental dimensions of growth and transformation. Theory and experience demonstrate that industrialization and urbanization can be mutually reinforcing processes. It is therefore imperative to explore the linkages between urbanization and industrialization given the profound implications for structural transformation in Africa. So far, current policy narratives and frameworks on structural transformation and industrialization in Africa have largely failed to factor in the spatial and urban dimensions of industrialization, and in particular the advantages presented by productivity enhancement and agglomeration effects generated by cities. Yet, the nexus between urbanization and industrialization is of particular relevance for Agenda 2063 and the 2030 Agenda on Sustainable Development. Both agendas recognize urbanization as a critical factor for sustainable development. It is also important to consider urbanization and industrialization in light of Africa's engagement with the Third United Nations Conference on Housing and Sustainable Urban Development (Habitat III) to be held in Quito, Ecuador in October 2016. In this context, African policy makers have clearly recognized urbanization as an engine of structural transformation for inclusive and sustainable growth.

Available in PDF, EPUB and Kindle. Book excerpt: This paper studies the impact of information and communication technologies (ICT), especially mobile phone rollout, on economic growth in a sample of African countries from 1988 to 2007. Further, we investigate whether financial inclusion is one of the channels through which mobile phone development influences economic growth. In estimating the impact of ICT on economic growth, we use a wide range of ICT indicators, including mobile and fixed telephone penetration rates and the cost of local calls. We address any endogeneity issues by using the System Generalized Method of Moment (GMM) estimator. Financial inclusion is captured by variables measuring access to financial services, such as the number of deposits or loans per head, compiled by Beck, Demirguc-Kunt, and Martinez Peria (2007) and the Consultative Group to Assist the Poor (CGAP, 2009). The results confirm that ICT, including mobile phone development, contribute significantly to economic growth in African countries. Part of the positive effect of mobile phone penetration on growth comes from greater financial inclusion. At the same time, the development of mobile phones consolidates the impact of financial inclusion on economic growth, especially in countries where mobile financial services take hold.
