Book excerpt: Previous reports by the UNCTAD secretariat have examined the steps that need to be taken in the trading system and in international development finance cooperation to create the requisite external conditions for sustained and rapid growth in sub-Saharan Africa. This Report assesses issues of institutional reform, governance and corruption, and examines controversies regarding the relation between growth and poverty reduction, the effects of macroeconomic policies on poverty, and the impact of conditional aid and external financing. The first section assesses the extent to which greater participation in and country ownership of programmes are secured and policy aspirations of the poor are met. Next, is a review of approaches now adopted in various areas of economic policy and institutional reform. The concluding section summarizes the main findings of the report and discusses the extent to which the new approach constitutes an improvement over the former structural adjustment policies and holds out promise of a better outcome.

Urbanization is one of Africa mega trends with profound implications for the social, economic, environmental dimensions of growth and transformation. Theory and experience demonstrate that industrialization and urbanization can be mutually reinforcing processes. It is therefore imperative to explore the linkages between urbanization and industrialization given the profound implications for structural transformation in Africa. So far, current policy narratives and frameworks on structural transformation and industrialization in Africa have largely failed to factor in the spatial and urban dimensions of industrialization, and in particular the advantages presented by productivity enhancement and agglomeration effects generated by cities. Yet, the nexus between urbanization and industrialization is of particular relevance for Agenda 2063 and the 2030 Agenda on Sustainable Development. Both agendas recognize urbanization as a critical factor for sustainable development. It is also important to consider urbanization and industrialization in light of Africa's engagement with the Third United Nations Conference on Housing and Sustainable Urban Development (Habitat III) to be held in Quito, Ecuador in October 2016. In this context, African policy makers have clearly recognized urbanization as an engine of structural transformation for inclusive and sustainable growth.

Book excerpt: This book challenges conventional wisdoms both about economic performance and about policies for economic development in African countries. Its starting point is the striking variation in economic performance: unevenness and inequalities form a central fact. The authors highlight not only differences between African countries but also variations within countries, differences often organized around distinctions of gender, class, and ethnic identity. For example, school dropout and neonatal mortality have been reduced, particularly for some classes of women in some areas. Horticultural and agribusiness exports have grown far more rapidly in some countries than others. These variations (and many others) point to opportunities for changing performance, reducing inequalities, learning from other African policy experiences, and escaping the ties of structure and legacies of a colonial past. The book rejects teleological illusions and Eurocentric prejudice, but does pay close attention to the results of policy in more industrialized parts of the world. Seeing the contradictions of capitalism for what they are-fundamental and enduring-may help policy officials protect themselves against the misleading idea that development is likely to be a smooth, linear process, or that it would be were certain impediments removed. The authors criticize a wide range of orthodox and heterodox economists, especially for their cavalier attitude to statistical sources. Drawing on decades of research and policy experience, they combine careful use of available evidence from a range of African countries with heterodox political economy insights (mainly derived from Kalecki, Kaldor, and Hirschman) to make the policy case for specific types of public sector investment.

The growth reflected beter macroeconomic management, strong agricultural production, and the cessation of conflicts in several countries. Yet the growth of 4.3% masks sharp disparities and remains fragile. Increased rates of progress are necessary if the Millennium Development Goals are to be achieved. The medium-term outlook is cautiously optimistic. Positive developments include the launching of the Doha Development Round, with access to agricultural markets in rich countries firmly on the negotiating agenda. Enhanced market access initiatives in the US African Grown and Opportunity Act and the European Union's "Everything but arms" initiative are seen to have great potential. Ultimately, though, Africa's future depends on how it addresses economic and political governance, resolves conflicts, and responds to the need for reform.

Book excerpt: This is the fourth annual review of Africa's economic performance and near-term prospects, which seeks to build on the work of the three previous reports by laying out an agenda based on systematic benchmarking of economic performance. The report finds that economic growth in Africa slowed in 2002 to 3.2 per cent (from an average of 4.3 per cent per year previously), reflecting the slower than expected recovery in world trade, the effects of drought and AIDS in southern and eastern Africa, and the political and armed conflicts in several countries. Despite these problems, well-managed economies with solid reform agendas and good governance performed well, and this mixed performance highlights the importance of steady growth levels for effective poverty reduction and sustainable improvements in living standards. The report also contains seven in-depth country studies of Uganda, Rwanda, Mozambique, Ghana, Egypt, Gabon and Mauritius, which reveal a number of inter-country disparities in growth and development levels between urban and rural areas.
