Book excerpt: This book is motivated by the emerging rehabilitation of industrial policies as a tool for supporting economic transformation and high rates of growth in developing countries. It argues that underperforming disciples of the Washington Consensus 'market fundamentalism' should learn and practice the art of systemic industrial policies, which requires a medium-long term strategic perspective and intelligent proactive state interventions in markets. However, it also stresses that rehabilitation requires that industrial policies be developed and implemented in a context of home- grown public-private alliances that avoid state 'capture' by special interests. It first examines the 'how' of industrial policy in the public sectors of ten non-Latin American countries in Asia, Europe, and Oceania that have been successful in promoting economic catch-up with rich countries, or have performed better than Latin American countries with similar resource endowments. The book defines '10+1' generic First Principles for the use, design, and execution of modern industrial policies, and then examines the experiences of nine Latin American and Caribbean governments against these First Principles. The authors identify large gaps in the organizational and operational effectiveness of their public sectors, and suggest ways to close these gaps.

Book excerpt: From August 4 to 8, 1980, the Science Committee of the North Atlantic Treaty Organization (NATO) sponsored the symposium, "Women and the World of Work," which was held at the Hotel Sintra Estoril in the coastal area south of Lisbon, Portugal. This symposium hatl been "in progress" since 1977 when the idea to prepare a proposal for a NATO sponsored symposium on the topic of women and the military was first suggested by Dr. Walter Wilkins, then Scientific Director of the Naval Health Research Center, San Diego, California. At that time and during the previous 5 years, increasing numbers of women were being recruited into military service not only in the United States but also in several NATO-allied countries. Few research projects on the utilization of women in the military had been reported in the scientific literature with the exception of work conducted at the University of Chicago and Naval Health Research Center. Several investigators, however, were identified who had recently initiated research in this area-and who expressed interest in participating in the proposed symposium. A few months after submitting the proposal, Dr. B. A. Bayraktar, Director of the Scientific Affairs Division responded that the members of the Science Committee recommended the deletion of those segments of the tentative program which pertained to women and the military. The reason given for this suggested change was that the topic chosen was similar to the theme of other recent international conferences.

Through the use of quantitative regional data together with interview and archival data collected during fieldwork in Argentina, Costa Rica, Peru, and Washington DC, this book argues that the answer to this puzzle is twofold. First, the World Bank has not promoted a uniformly neoliberal, monolithic agenda in health. Second, countries’ autonomy and capacity in this sector shape how the World Bank is involved in reforms. Finally, the book distinguishes neoliberal ends from means in health sector reform and traces changes in “banking on health” over time.
