O desemprego é um período de investimento, mas pode tornar-se um pesadelo se for de longa duração. A duração do desemprego cria estigmas que levam a períodos sem emprego cada vez mais longos. A reduzida oferta de qualificações no mercado de trabalho é responsável por parte das dificuldades estruturais da economia portuguesa, que se traduzem em baixa produtivi-dade e fraco crescimento potencial. As baixas qualificações limitam, também, as oportunidades dos trabalhadores no mercado de trabalho e estão na génese de uma das maiores desigualdades salariais na Europa. A divergência da economia portuguesa deve-se à má qualidade das suas instituições. A sua transformação passa pela simplificação contratual, pela criação de um quadro correto de incentivos para os investimentos das empresas e dos trabalhadores. Este ensaio mostra um caminho possível. Com o mercado como parceiro.
