The melting of the polar sea-ice induced by climate change has placed the Arctic region in the forefront of global scientific, economic, strategic and academic interest. The discourse involves a number of issues such as claims of the littoral countries to the continental shelves of the region, the management and exploitation of its living and non-living resources, the rights and interests of indigenous communities, and the prospects of new ice-free shipping routes. The contemporary discourse also suggests that the Arctic region presents challenges and offers opportunities for the international community. These issues have given rise to new geopolitical, geoeconomic, and geostrategic dynamics amongst the Arctic littorals, and led to the growing interest of non-Arctic states in the affairs of the Arctic. It is evident that the Asian countries have a variety of interests in the Arctic, and the grant of Permanent Observer status to these countries is an acknowledgement of their capabilities. These countries are keen to explore opportunities in the Arctic, and have begun to formulate appropriate long-term national strategies. The preliminary approach of the Asian Observer countries has rightly been to graduate from ‘involvement’ to ‘engagement’ in the Arctic, which seems to have generated significant interest amongst analysts. This book helps to understand the approaches of various Arctic and non-Arctic stakeholders, in light of the evolving dynamics in the region.

Book excerpt: The second of Gilbert Rozman's contributed volumes on East Asian national identity traces how efforts to draw a sharp divide between one country's identity and that of another shape relations in the post-Cold War era. It examines the two-way relations of Japan, South Korea, and China, introducing the concept of a national identity gap to estimate the degree to which the identities of two countries target each other as negative contrasts. This concept is then applied to China's reinterpretation from 2009-11 of the gap between its identity and that of the United States. Each pairing represents a key relationship through which an Asian country has historically shaped its identity, and is striving to reshape it. The volume begins with experts' analyses of how Japan, South Korea and China have changed their diplomatic environment in Asia in order to transform identity. In the second half of the book, Rozman reflects on the discomfort all three East Asian countries have from excessive dependence on the United States. He concentrates on Chinese discourse in particular, as analyzed through the ideological, temporal, sectoral, vertical, and horizontal dimensions of national identity. Even if foreign policy turns more cautionary for a time, Rozman argues that China's inflammatory identity discourse, which remains at an intensity unmatched in the other countries, will continue to have a chilling effect on prospects for pragmatic diplomacy with the U.S.

It shows how total power enables an examination of regional experience as a part of global context in order to demarcate the connections with other countries and regions that have similar political cultures, such as those in Central Asia, the Middle East, and East Africa. Moreover, it elucidates that the phenomenon of total power unpacks the interrelations not only between different countries, but also between political, economic, religious, or cultural aspects of the region as a whole, and of each country in particular. This book takes East Asia as a classic example of where total power has achieved the highest forms of development during traditional periods in the form of absolute economic dependence of society on the state, ideologically enshrined by a system of moral obligations toward supreme power that allowed for the establishment of a monopoly on forced labour, and the appropriation and distribution of social products. The author emphasizes the importance of exploring the tradition of total power with reference to the ongoing global crisis of European democracy. In doing so, the book shows that democratization has not brought qualitative changes to the political culture of East Asia.
