With it ends the World Event Interaction Survey (WEIS) data collection--the longest running day-to-day international politics data collection of its type. The two projects (WEIS and EWAMS) are closely connected. WEIS was the 'basic' research forerunner to the 'applied' EWAMS. WEIS data, concepts, computer technology, indicators, and statistical techniques were implemented in the EWAMS project. Five years ago, the EWAMS project was initiated, eleven years after the WEIS project collected its first data. The main idea for the EWAMS project was to transfer all that had been learned, built, collected, and produced in a university setting to a government foreign affairs setting. Then, as now, the basic thought was far reaching and exciting; a product (WEIS) developed with government funds in an academic setting for theoretical concerns would potentially be used by foreign affairs personnel with very definite practical policy concerns. Despite all the excitement, the computer time, the government funding, and the brain trust assembled to undertake this task, the bridge between theory and practice was never actually built. Many reasons for this exist. The main purpose of this Final Report is to outline some of those reasons. This is done so that future projects of this type will be better prepared for some of the obstacles, for which avenues not to take, and for which mistakes not to repeat. It is important to keep in mind that the EWAMS was successful, but that the final goal of bridging theory and practice proved elusive.

The EWAMS is being developed to assist the intelligence community by providing them with an interactive computer-based system of political, economic, and domestic indicators for daily monitoring of international and intranational affairs and for warning of crisis and conflict. The EWAMS has been designed to fulfill three basic needs of potential users. First, it can be used as an information retrieval system. The EWAMS allows users to retrieve data on the historical, political actions taken by countries as far back as 1966. Second, the system can be used as a monitoring system. Users can monitor the entire international political environment on a daily basis. Third, the EWAMS can be used as warning system. It allows users to receive numerical assessments of the probability of a crisis on a monthly basis. The EWAMS is comprised of several independent computer programs. This users guide contains an overview of these programs and a description of their operation. The EWAMS program is designed to be implemented on a Tektronix 4051 in interaction with a PDP/11-70 computer. (Author).

Book excerpt: The Early Warning and Monitoring System (EWAMS) now consists of three modules: The country-level indicator CAP (Country Activity Profile), the basis for a country scanning option which will be refined and expanded in the future; Analytic Indications and Warning (I & W); and Automated I & W. This memorandum discusses the function of keyword, provides an overview of its uses, and presents sample output for a variety of actors and contexts. The keyword option is designed to perform keyword-based content analyses of the WEIS/EWAMS data. As has been emphasized in earlier EWAMS reports, the Early Warning and Monitoring System features three basic functions; information retrieval; international relations tracking or monitoring; and crisis and conflict warning. Keyword is especially relevant to the information retrieval dimension. A specific example is the capability of tracking a particular issue or personality across time. A second illustration is the possible use of the keyword option for retrieving current and recent textual items without having to look at all of the text. A third way to use keyword is as a supplement to historical searches. Historical search, a feature of automated I & W, permits a user to obtain indicator readings for any country pair or set of regions in the world. A fourth illustration of the utility of the keyword option concerns in-depth case studies of a particular country, country pair, or region. Case studies are presented.
