Had we an unbroken official record of the Schools, there would be still wanting such a narration as would enable us to comprehend the spirit and scope of purpose which have prevailed in the successive stages of progress which have been made, or the causes which have led to occasional retrogression. But, unfortunately, we have no such records from which we may construct even a skeleton of the School history of the last half-century; and, to supply some of the missing parts, we are compelled to rely upon the memory of the older citizens who had, in any way, been connected with the management of the Schools. This agreement, which was of a very informal nature, was in force until July, 1920, when a more formal and definite contract was Officially entered into between the Trustees of the University and the Cleveland Board Of Education (which is the controlling Board of the Cleve land School of Education - formerly the Cleveland Normal Train ing School.) By the terms Of this agreement the administration Of the joint program Of courses was vested, subject to the approval of the governing Boards, in a Joint Conference Committee consisting of six persons, three representing the University and three repre senting the Cleveland School of Education. The trustees Of the University designated the Dean Of Adelbent College, the Secretary Treasurer Of the University, and the Professor Of Education Of the College for Women as members Of the Committee and the Cleve land Board Oi Education adopted a resolution providing that the Cleveland School Of Education should be represented on the Com mittee by the President Of the Board, the Superintendent of Schools, and the Dean of the Cleveland School Of Education as ex Officio members. The Joint Conference Committee Officially organized on Novem ber 11, 1920. After some discussion of the problems which con fronted the Committee, it was unanimously agreed that in formu lating an educational policy and in determining plans for the admin istration Of the joint program advice should be sought not only from within the Cleveland School of Education and the University but from sources outside Of these groups and more particularly from experts in other universities, professional schools for teachers, and public school systems. Book excerpt: Excerpt from The Township High Schools of Ohio, Vol. 7 At the close of the first quarter century Ohio's educational history there were only a few poorly supported elementary schools, taught by uncertificated teachers, and a few academies attended by those who could afford to pay tuition and taught by students or graduates of eastern colleges or of the three Ohio colleges already established, Ohio, Miami, or Kenyon. By the year 1853, or during the next twenty-five years, great changes had taken place. A fair system of elementary schools had been organized, taught by teachers who had been examined in all the branches except four that are required at present for elementary certificates. From 1825 to 1838 there were Examiners of Schools, whose duties were to visit the schools and to examine teachers. From 1838 to 1853 the township clerk acted as township superintendent. One county - Ashtabula - had a county superintendent appointed by the county commissioners under the law of 1847. During this and the succeeding twenty-five-year period - to 1873 - there was a very rapid increase in the number of academies and colleges. In 1847 the famous Akron law was enacted. This law permitted the city of Akron to levy a tax for the improvement of its schools. From its passage dates the beginning of the graded school system in Ohio. In 1853 a general law provided for establishing schools of a higher grade than elementary schools. By this act, Township Boards of Education could establish a high school if the people so decided by vote. Practically the same law remained in force until 1873, when it was so changed that a township high school could be established by a majority vote of the board of education. Only two mills could be levied for high school purposes. The Bill of Rights of 1802 contains the following provisions: "No law shall be passed to prevent the poor in the several counties and townships in this State from an equal participation in the schools, academies, colleges, and universities, within the State, which are endowed in whole or in part from the revenues arising from the donations made by the United States for the support of schools and colleges; and the doors of said schools, academies, and universities shall be open for the reception of scholars, students, and teachers of every grade without any distinction whatever." The late Dr. Eli T. Tappan, one of the foremost educators that the State has produced, who investigated the subject with great care, said it was doubtful whether anything more was contemplated by the framers in regard to schools than the granting of corporate powers and the protecting of rights of person and property. The framers seem to have believed, he says further, that the school lands, including the university lands, would be adequate for the support of schools, academies, colleges, and universities. However this may be, all legislation relative to a public school system down to 1821 dealt with the school lands only. Touching this legislation, it will suffice to say that the General Assembly first attempted to lease the lands, and, that plan failing, finally offered them for sale, and in due time they were all sold. This was the source of the Irreducible School Fund of the State, which amounts to about three and a half million dollars. The last of the Reserve lands were sold in 1852. The portion of the whole State Fund that belongs to the Reserve is something more than a quarter of a million dollars. These results seem small; but we must remember that the problem of handling school lands in great quantities was a new one, that Ohio was the first State to grapple with it, and that, in those days, wild lands were more abundant than buyers.
