Book excerpt: The present study analyzes temporal and spatial trends in public expenditure on agriculture and irrigation in India. It links sub-period growth performance with expenditure based on structural breaks. The analysis pertains to the period between 1992/1993 and 2019/2020. This is a period that has witnessed a stagnation, and even a decrease in public expenditure in the agricultural sector and a resulting deceleration in productivity growth, which was then followed by a revival in both expenditure and output. Significantly expenditure on subsidies of key inputs, viz. fertilizer, irrigation, and power, however, has not incentivized farmers to increase output and productivity to achieve a higher rate of growth. Empirical findings based on the first-difference regression analysis confirm that agricultural growth is determined by public expenditure on agriculture and irrigation; across the states, however, input subsidies alone are shown to be less, or not at all, efficient. Funds to agriculture and irrigation should be increased in proportion to their contribution to the state domestic product, and input subsidies should be rationalized by weighing their positive welfare effects against their cost to the exchequer.

Available in PDF, EPUB and Kindle. Book excerpt: Agroecosystems of South India is a unique treatise that deals with the relevance of natural resources, genetic stocks, fertilizers, and agronomic practices on the productivity of agroecoregions. Within the context of this book, an agroecosystem has been defined as a conglomerate of small cropping zones, which may be mono-cropping expanses or intercrops that occur in various geographic regions of South India. South India abounds with several such agroecosystems that encompass field crops, vegetables, cash crops, plantations, and forest species. However, the main emphasis within this volume is restricted to agroecosystems that include major cereals, legumes, and oil seed crops. There are 10 chapters in this volume. The first, on historical aspects, traces important events related to domestication, introduction of crop species, agricultural implements, development of soil fertility and crop husbandry procedures. An introductory chapter on Agroecosystems delineates various agroecoregions of South India. Their classification based on physiography, soils, and climatic parameters have been dealt with in great detail. Descriptions on natural resources such as soils and their fertility conditions; water resources; climatic conditions including precipitation patterns; and crops and their genotypes are available in chapter 2. The impact of soil fertility and nutrient dynamics on ecosystematic functions and productivity of crops in an agroecosystem forms the central piece of discussions within chapters 3 to 9. Historical background, geographical settings, agroclimate, soils, cropping systems, and productivity trends have been provided for each cropping ecosystem. Recent advances and details on aspects of nutrient dynamics, such as soil nutrients, their availability, physico-chemical transformations, nutrient fluxes, inorganic fertilizer supply, organic manures, crop residue recycling, nutrient carry over and nutrient balances/imbalances form the core of each chapter. The impact of beneficial soil microbes such as Rhizobium, Plant Growth Promoting Rhizobacteria and Arbuscular Mycorrhizas, on nutrient dynamics in soil has also been discussed. More recent developments dealing with modeling nutrients in cropping ecosystems, computer based-simulations, precision farming and site-specific nutrient management have been emphasized. Forecasts on the impact of nutrient dynamics on the future course of agroecosystems are also available. Overall, this book is a scholarly edition that aims at providing an excellent exposition of recent developments within various agroecosystems of South India to a global audience. It highlights the importance of soil fertility and nutrient dynamics within agroecosystems to total food grain and fodder production in South India. It will be a useful book to researchers, professors, and students dealing with agriculture, environmental science, ecology, and plant science.

Book excerpt: This paper analyses the dynamics of comparative advantage in India’s agricultural exports over the period 2001 to 2019. In order to analyze the pattern of export specialization, we use the revealed comparative advantage index, and its variant, the revealed symmetric comparative advantage index. We use the Markov transition matrix to examine the product mobility of comparative advantage. Our results show that the extent of agricultural trade openness has remained constant over time and that there has been little change in the composition of agricultural exports. Between 2017 and 2019, two products—semi- or wholly milled rice, and frozen shrimps and prawns—accounted for one-third of all exports. Analysis of the mobility of comparative advantage reveals little mobility of products from the lowest to the highest decile. There is a 65.8 percent probability that a product will stay in the first decile even after nearly two decades. A high degree of persistence of export specialization implies a much greater probability of starting and ending up in the highest decile. Policy should aim at diversification of the agricultural export basket through a product-specific focus that is based on export demand and the exploration of new markets.

Book excerpt: This open access book provides an evidence-based roadmap for revitalising Indian agriculture while ensuring that the growth process is efficient, inclusive, and sustainable, and results in sustained growth of farmers’ incomes. The book, instead of looking for global best practices and evaluating them to assess the possibility of replicating these domestically, looks inward at the best practices and experiences within Indian states, to answer questions such as -- how the agricultural growth process can be speeded up and made more inclusive, and financially viable; are there any best practices that can be studied and replicated to bring about faster growth in agriculture; does the prior hypothesis that rapid agricultural growth can alleviate poverty faster, reduce malnutrition, and augment farmers’ incomes stand? To answer these questions, the book follows four broad threads -- i) Linkage between agricultural performance, poverty and malnutrition; ii) Analysing the historical growth performance of agricultural sector in selected Indian states; iii) Will higher agricultural GDP necessarily result in higher incomes for farmers; iv) Analysing the current agricultural policy environment to evaluate its efficiency and efficacy, and consolidate all analysis to create a roadmap. These are discussed in 12 chapters, which provide a building block for the concluding chapter that presents a roadmap for revitalising Indian agriculture while ensuring growth in farmers’ incomes.

Book excerpt: This book uses sound theoretical frameworks and econometric techniques to rigorously analyze and explain the conditions of sustainable growth in agriculture. It further investigates how management of natural resources and technological advances can enhance productivity and ensure sustainable growth in agriculture. Optimal control theory, dynamic optimization problems and theory of risk and uncertainty are extensively used to create theoretical models for analyzing agricultural growth. The results demonstrate that crop diversification, rainwater harvesting and the use of organic fertilizers can ensure growth in agriculture from a dynamic perspective. Further, they show how excessive depletion of ground water, intensive farming and overuse of chemicals in connection with the adoption of modern technology in agriculture have placed tremendous strains on natural resources like land and water, and have called into question the sustainability of growth in the farming sector.
