Research has shown that students who earn college credit in high school are more likely to enroll in college. In Washington, there is currently a policy in place to increase enrollment in dual-credit courses. In addition, the Every Student Succeeds Act (ESSA) has given states more flexibility in how they are held accountable and Washington is one of the states that adopted dual-credit participation as an accountability measure. This study is informed by the results of a previous pilot study and includes all six dual-credit programs offered in Washington state. The six programs are AP, Cambridge, College in the High School, IB, Running Start and Tech Prep. Both descriptive and predictive approaches are taken to answer the questions 1) who has access and participates in different dual-credit programs, and 2) does dual-credit participation predict high school graduation and college enrollment after controlling for demographics and GPA? The results of this study provide a more nuanced picture of dual-credit access in Washington when only basic statistics at the state level have been produced thus far. Tech Prep has the highest participation rate, and Cambridge the lowest. Students from outside the greater Puget Sound area have access to fewer dual-credit options and have lower participation rates. Students from smaller districts are also less likely to participate in dual-credit but have higher participation in Running Start compared to larger districts. Results from the predictive Hierarchical Linear Models show that AP, Running Start and College in the High School are all significant predictors of any college enrollment. Running Start participation is associated with an increased probability of any college enrollment for underrepresented minority students and College in the High School participation is associated with an increased probability of any college enrollment for students who are English language learners. Implications for policy and future research are discussed.

Book excerpt: Partnerships between secondary and post-secondary institutions that allow high school students to earn college credit have become an important aspect of the American education system. These dual credit programs may help reduce the cost of college and the time it takes to complete a college degree. In the state of Washington, the enactment of ESSHB 1546 solidified dual credit programs as a legitimate piece of the state's education system. Policymakers advocate for dual credit programs as a means of introducing historically non-dominant populations to college (Taylor, 2015; Tobolowsky, 2016). For many post-secondary institutions, especially community colleges, this is enough reason to establish and offer dual credit programs. From a student success perspective, there are few demographic comparisons on who is utilizing these programs. From an institutional success perspective, there is limited information about whether students are using these programs as a stepping-stone to a 4-year university without completing a degree at the community college. This study is a quantitative evaluation of the impacts of dual credit programs on Washington community colleges and its students. The purpose is to assess relationships that may exist between dual credit programs and community college completion rates. The findings suggest that overall, dual credit programs have positive outcomes for both students and institutions. However, outcomes are not equitable among different demographics. These findings may lead to the consideration of additional or revised questions and further research, which may examine if anything were missing from current legislation.

The data provided speaks to the success that Washington's community and technical colleges have achieved in increasing higher education access and participation for students of color. It also reveals work to be done to improve student of color attainment and transition rates across the system. These challenges offer an important opportunity to work in innovative ways to support more successful outcomes for students of color. A review of the indicators suggest colleges are providing equitable access to the two-year system for students of color in general. Enrollment in college-level courses is also above parity for all groups except Latinos/Hispanics, but for these students too the news related to participation rates is promising, with the percent who are enrolling at college level increasing faster than state population growth. Adult Basic Education (ABE) is the largest single entry point into community colleges for students of color and non-English speakers, most of whom attend as adults for employment-related reasons. Within workforce education, results for students overall are promising. About eight out of 10 workforce students who progress beyond one quarter (15 credits) of training will eventually exit deemed "prepared for work," with little difference in outcomes between any student groups. However on the margins, Latino/Hispanic, Black/African American and Native American students are a little more likely to leave early (with fewer than 15 credits), and when they progress beyond the 15 credit mark, they are still a little less likely to complete credentials or longer training. Progress rates in ABE are lower for Latinos/Hispanics and Native American students than for other students. Too many students stop out after ABE coursework and do not transition into college-level programs. Fewer Black/African American, Latino/Hispanic and Native American students who start out exploring transfer options end up solidly on the pathway, and their rates for becoming transfer-ready are lower than for white and Asian/Pacific Islander students. Finally, faculty and staff are less diverse than the state population, and Washington's employment of diverse faculty and staff is below the national average of 19.3 percent. Considering the increasing diversity of Washington State, all students, not just those of color, will need to learn multicultural skills to support their success in life. More work is needed to recruit and retain faculty and exempt staff of color, to ultimately support the needs of all students. (Contains 5 tables.).

Book excerpt: In 2015, legislation to improve access to dual-credit programs and to reduce disparities in access and completion--particularly for low income and underrepresented students--was enacted. The new law focused on expanding access to College in the High School but acknowledged issues in other dual-credit programs and reinforced the notion that cost should not present a barrier in selecting the most appropriate dual-credit option for the individual student. The legislation also requires the Council to report on dual-credit programs and recommend additional improvements to improve access and completion. To improve access and quality, education sector partners have collaborated to: (1) Create and adopt rules to ensure quality standards are rigorous and consistently applied in College in the High School; (2) Develop and implement policies to increase consistency in acceptance of Advanced Placement (AP) and International Baccalaureate (IB) scores; and (3) Improve communication tools to support students considering dual-credit options. Though there has been some progress in increasing access to dual credit, differences in participation and completion by race, ethnicity, and income continue to persist. The report provides recommendations for further action to address these disparities. Five appendices are included: (1) Dual Credit Comparison Chart; (2) Public Baccalaureate Sector Resources; (3) Community and Technical College Resources; (4) Washington 45 and Open Education Resources; and (5) Independent Colleges of Washington Advanced Placement Scores Chart.
