Pour certains, toute intervention masque une récupération ; pour d'autres, seul l'Etat peut protéger la culture contre les pouvoirs privés. Cette action politique relève pourtant d'une exigence profonde : la culture a besoin de l'Etat, tout comme l'Etat ne peut se passer de la culture. Mais l'administration culturelle est en crise. Elle ne parvient pas, en effet, à renouer les liens rompus avec l'éducation, les loisirs ou les réseaux associatifs. Elle a vu également s'accroître en son sein le nombre de professionnels et diminuer les initiatives bénévoles. Comme pour lui porter un coup fatal, la défense des cultures "régionales" s'inscrit aujourd'hui dans l'écart entre les fastes des années Lang et leur faible écho dans la société. L'auteur prend acte de cette situation pour affirmer que le soutien à la création ne suffit pas. Plus que jamais, il faut inventer une politique de la culture qui saura retisser dans notre pays un véritable lien civique. Claude Patriat, professeur à l'université de Bourgogne, dirige une filière de formation aux métiers de la culture. Il a publié notamment L'Hérédité en politique (avec Jean-Luc Parodi ; Economica, 1992), Eloge de la perturbation (Presse du réel, 1993), ainsi que de nombreux articles sur l'évolution de la politique culturelle. Parallèlement, il préside l'association Art + Université + Culture, qui fédère les établissements d'enseignement supérieur français engagés sur le terrain de l'action culturelle.
