The arrival of tricolour cockades – badges showing support for the French Revolution – and news from Paris in 1789 undermined the royal governors’ authority, unleashed bitter conflict between white factions, and encouraged the aspirations of free people of colour to equality and black slaves to freedom. This book provides a detailed narrative of the shifting political developments, and analyses the roles of planter resentment of metropolitan control, social and racial tensions, and the ambiguity of revolutionary principles in a colonial setting. Recent scholarship has tended to over-emphasize the colonies’ agency, and to accentuate the conflict between masters and slaves, while downplaying metropolitan influences. In contrast, this study seeks to restore the importance of destabilizing political struggles between white factions. It argues that metropolitan news, ideas, language, and political culture – the "revolutionary script" from France – played a key role in shaping the revolution in the colonies.

After welcoming Genet's arrival as the harbinger of closer relations between the American and French republics, Jefferson becomes increasingly distressed by the French minister's defiance of the Washington administration's ban on the outfitting of French privateers in American ports, the enlistment of American citizens in French service, and the exercise of admiralty jurisdiction by French consuls in American ports. Although the Supreme Court declines to advise the executive branch on neutrality questions that Jefferson prepares with the President and the Cabinet, he helps to formulate a set of neutrality rules to meet Genet's challenge. Unable to convince the impetuous French envoy to adopt a more moderate course, Jefferson works in the Cabinet to bring about Genet's recall so as to preserve friendly relations with France and minimize political damage to the Republican party, in which he takes a more active role to prevent the Federalists from capitalizing on Genet's defiance of the President. Grappling with the threat of war with Spain, Jefferson involves himself equivocally in a diplomatically explosive plan by Genet to liberate Louisiana from Spanish rule. In this volume Jefferson also plays a decisive role in resolving a dispute over the design of the Capitol and plans agricultural improvements at Monticello in preparation for his retirement to private life.

In debating this question, historians have looked to a variety of eighteenth-century sources, from Rousseau’s writings to Old Regime protest tactics. A Natural History of Revolution suggests that it is perhaps on a different shelf of the Enlightenment library that we might find the best clues for understanding the French Revolution: namely, in studies of the natural world. In their attempts to portray and explain the events of the Revolution, political figures, playwrights, and journalists often turned to the book of nature: phenomena such as hailstorms and thunderbolts found their way into festivals, plays, and political speeches as descriptors of revolutionary activity. The particular way that revolutionaries deployed these metaphors drew on notions derived from the natural science of the day about regeneration, purgation, and balance. In examining a series of tropes (earthquakes, lightning, mountains, swamps, and volcanoes) that played an important role in the public language of the Revolution, A Natural History of Revolution reveals that understanding the use of this natural imagery is fundamental to our understanding of the Terror. Eighteenth-century natural histories had demonstrated that in the natural world, apparent disorder could lead to a restored equilibrium, or even regeneration. This logic drawn from the natural world offered the revolutionaries a crucial means of explaining and justifying revolutionary transformation. If thunder could restore balance in the atmosphere, and if volcanic eruptions could create more fertile soil, then so too could episodes of violence and disruption in the political realm be portrayed as necessary for forging a new order in revolutionary France.

In explaining war against Revolutionary France, the book follows the decisions of admirals, diplomats, and politicians in attempting to cobble together a coalition of Spanish, Austrian, Sardinian, and Neapolitan forces. This book also makes connections with the other theaters of war: The Austrian Netherlands and the Caribbean. Britain’s War for the Mediterranean examines the internal working of the British government during the crisis of the French Revolution. It focuses on how politicians, diplomats, and military commanders formulated strategy for the Mediterranean theater. One of the major conclusions of this book is that the British government never spoke with one voice. Lacking synchronization in a changing conflict, the structure and conflicting objectives of each branch of the government failed to create a coherent plan to resist Republican expansion in the region. The book complicates the simplistic view of previous works on the weakness of allies and the naivete of the Pitt ministry, providing agency to diplomats and commanders across the region. The second major conclusion is that these conflicting objectives were firmly rooted in the experiences of the eighteenth century. British diplomacy, crippled in the aftermath of the American Revolution, saw the French Revolution as an opportunity to build consensus and a shared view of a British world. French aggression offered an opportunity to reclaim a position of influence lost over the course of the 1700s. In contrast, the trajectory of British foreign policy shaped the use of the Royal Navy in the eighteenth century. A trans-Atlantic force, a war in the Mediterranean forced British admirals to relearn the complicated nature of regional foreign policy. Diplomacy and naval power clashed over the conduct of the war – one rooted in foreign courts, the other in maritime coercion.
