Book excerpt: It has become almost accepted knowledge within international policy circles that efforts against drug trafficking and drug abuse violate human rights, and that the entire international drug control regime needs to be changed (or even discarded altogether) to adopt a more 'rights respecting' approach. Though this view has been promoted by many prominent figures and organisations, the author of this book uses his expertise in both human rights and drug control to show that the arguments advanced in this area do not stand close scrutiny. The arguments are in fact based on selective and questionable interpretations of international human rights standards, and on a general notion – more and more clearly stated – that there is a human right to take drugs, and that any effort to combat drug abuse by definition violates this right. There is no such right in international law, and the author objects to the misuse of human rights language as a marketing tool to bring about a 'back door' legalisation of drugs. Human rights issues must be addressed, but that in no way means that the international drug control regime must be discarded, or that efforts against drugs must be stopped.

The study of criminal gangs is both timely and of the utmost importance to policy and security in the region. In many countries across the Caribbean, criminal gangs are increasing in number and prominence, and official crime data indicate that they are responsible for an increasing proportion of violent crimes. The Caribbean region experienced a dramatic increase in murder rates from 14.3 murders per 100,000 inhabitants in 2000 to 28.1 murders per 100,000 inhabitants in 2010. In some of the countries with comparatively high murder rates, such as Jamaica and Trinidad and Tobago, the proportion of gang-related murders has reached alarming levels. In the case of Trinidad and Tobago, for example, for the period 2001 to 2012, 29.5% of all murders which occurred were classified as gang-related, with fully 38% being so classified in 2012. The Caribbean represents a diverse region with very different cultures and security issues. Foreign experiences and research on gangs may not generalize to the region, nor may foreign policy be entirely relevant. The present volume represents an attempt to come to terms with the phenomenon of gangs in the Caribbean, and presents a wealth of empirical data, as well as an analysis of the varying issues from a number of disciplinary perspectives. Since the beginning of organized combat, armed forces have prescribed drugs to their members for two general purposes: to enhance performance during combat and to counter the trauma of killing and witnessing violence after it is over. Stimulants (e.g. alcohol, cocaine, and amphetamines) have been used to temporarily create better soldiers by that improving stamina, overcoming sleeplessness, eliminating fatigue, and increasing fighting spirit. Downers (e.g. alcohol, opiates, morphine, heroin, marijuana, barbiturates) have also been useful in dealing with the soldier's greatest enemy - shattered nerves. Kamienski's focuses on drugs "prescribed" by military authorities, but also documents the widespread unauthorised consumption by soldiers themselves. Combatants have always treated with various drugs and alcohol, mainly for recreational use and as a reward to themselves for enduring the constant tension of preparing for. Although not officially approved, such "self-medication" is often been quietly tolerated by commanders in so far as it did not affect combat effectiveness. This volume spans the history of combat from the use of opium, coca, and mushrooms in pre-modern warfare to the efforts of modern militaries, during the Cold War in particular, to design psychochemical offensive weapons that can be used to incapacitate rather than to kill the enemy. Along the way, Kamienski provides fascinating coverage of on the European adoption of hashish during Napolean's invasion of Egypt, opium use during the American Civil War, amphetamines in the Third Reich, and the use of narcotics to control child soldiers in the rebel militias of contemporary Africa.
