Book excerpt: The objectives of this study are to assess the role of small ruminants (sheep and goats) in the food production systems of developing countries, examine their advantages and disadvantages, analyze the constraints limiting their further contribution to the welfare of small farm/low income rural producers, prescribe measures for overcoming these constraints, and make recommendations related to potential donor involvement in support of the development of sheep and goat production. Small ruminants are viewed as an integral, but not dominant component of complex agricultural systems. Particular emphasis is placed on sheep and goats in mixed herds grazing dry rangelands and in small mixed farm systems in medium to high rainfall areas. An analysis of major constraints -- ecological, biological, policy, and socio-economic -- leads to recommendations on the need for a balanced production system approach for research, training and development programs, and for a combination of support activities such as herd health programs, and formulation of favorable credit, marketing and pricing policies for small ruminants and their products.

The study was conducted by the International Water Management Institute (IWMI) in collaboration with the Department of Agriculture, Forestry and Fisheries (DAFF) and the Limpopo Department of Agriculture and Rural Development (LDARD), as part of the DAFF-supported ‘Revitalization of irrigation in South Africa’ project. Based on a combination of Landsat and Moderate Resolution Imaging Spectroradiometer (MODIS) satellite data, previous irrigated area mapping exercises carried out by DAFF and three-field ground truthing (GT) surveys, a total of 1.6 million hectares (Mha) of cropland were identified, with 262,000 ha actually irrigated in the 2015 winter season. The study also found that only 29% of all land equipped with center pivots was actually irrigated.

This has increased demand for cultivation lands, forcing pastoralists and agro-pastoralists to more marginal areas and triggering off in some cases environmental degradation process. These processes are paralleled by overall climatic changes with concomitant increasing droughts. The combined effect of these processes has culminated into a general decline of pastoral and agro-pastoral communityis welfare and increased livelihood insecurity. This study explored the impacts of these changes in agro-pastoral land use on the physical environment as well as livelihood and welfare of the community in Missungwi District.
