Elles poursuivent huit missions, notamment en vue d'une meilleure évaluation de la situation de handicap du bénéficiaire et de la délivrance de droits et de prestations compensatrices. Les enjeux nouveaux de leur gouvernance et de leur pilotage doivent être compris à l'aune des changements introduits par cette loi qui font évoluer fortement les habitudes dans le secteur : la manière d'envisager le handicap (la personne n'est plus handicapée mais en situation de handicap, elle est reconnue comme citoyenne et pleinement responsable de sa demande de compensation), la participation des associations d'usagers dans les instances de décision de la MDPH, la conception d'un guichet unique se substituant au « parcours du combattant » des personnes pour l'accession à leurs droits. Améliorer le bon fonctionnement des MDPH requiert avant tout d'interroger l'impact de ces changements sur les modalités de cette nouvelle gouvernance et les pratiques professionnelles. Dans cette optique, les auteurs proposent une grille de lecture de ces structures innovantes à travers leurs différentes fonctions : sociétale (comprendre la place de la personne handicapée dans la société pour être ensemble), politique (comment et avec qui organiser les modes de décision pour décider ensemble) et managériale (quelle organisation et quels outils pour travailler ensemble). Corinne Grenier est professeur à Euromed Management (école de management de Marseille) dont elle est directrice scientifique du pôle santé/social et chercheur affilié au laboratoire CERGAM (université d'Aix-Marseille III). According to the European Commission’s definition, disadvantaged workers include categories of workers with difficulties entering the labour market without assistance and hence, requiring the application of public measures aimed at improving their employment opportunities. In addition to the labour market perspective, this is also relevant in terms of social cohesion, which is one of the central objectives of the European Union and of its Member States. This work deals with the most relevant groups of disadvantaged workers, namely disabled workers, young workers, women living in depressed areas, migrants in the labour market and the long-term unemployed, and analyses the situation in the Italian, Spanish and some African labour markets. The determinants of disadvantage in the labour market are investigated, highlighting both the role of supply variables, including structural factors and the weakness on the demand side, the role of the economic crisis and the ineffectiveness of some labour policies. A complex framework emerges in which disadvantaged groups may share common problems, both in terms of integration into the labour market and in terms of working conditions, but often require group-specific policies, taking into account their intergroup heterogeneity.
