The report describes four main levels of a gold standard practice pyramid: establishing and sustaining the right cultural environment; creating clear structure and boundaries; measuring progress and making decisions focused on successful project delivery; reporting to enable strategic decisions. The report finds the strongest message emerging from the analysis is that it is the "softer" factors about building and sustaining relationships (the bottom level of the pyramid) upon which success is predicated. There is a wide variety of performance against the gold standard, and this report presents recommendations to help ensure projects adopt practices closer to the standard. The Home Office has strengthened oversight of projects with improved reporting on project progress. It has shown a great commitment to improving the capabilities and skills it needs to deliver these projects, developing a range of training and development initiatives to support project managers and project staff. It has led in the development of training for Senior Responsible Owners (senior staff accountable for the delivery of project benefits) and which is now available across Government. There is, however, scope for further improvements. The Home Office has not used the information it has to assess whether or not there has been an improvement in performance in delivering projects to time and budget. It also needs to improve the accuracy and consistency of its project information and to improve management of risk. The Home Office remains reliant on temporary staff and consultants who make up over 30 per cent of its major project teams.

The design of the main supplier contracts precluded pressure on suppliers to deliver to time and cost. In January 2008, NOMS began work on a re-scoped program with an estimated lifetime cost of £513 million and a delivery date of March 2011.

Overall the MoD is in a similar position to 2006 for forecast cost and performance, but there continue to be time delays. The current total forecast cost for the 20 largest projects is £28 billion, which is £2.5 billion over the 'most likely' budget when the main investment decision was taken. The MoD expects ten projects to deliver within their most likely budgeted cost. Most of this cost growth occurred in earlier years but, on two projects, the Type 45 Destroyer (£354 million) and the Astute Class Submarine (£142 million), there has been significant cost growth in-year. The MoD has now agreed revised contracts on both of these projects to incentivise industry to reduce costs. The MoD was again pro-active in limiting potential in-year cost increases on individual projects through reassessing requirements, reducing quantities of equipments and re-allocating expenditure to other projects or budget lines. Five projects were delayed by a total of an extra 38 months this year. Of these, the most significant were the Type 45 Destroyer which has been delayed by a further 11 months and the Terrier and Next Generation Light Anti-Armour Weapon projects have each been delayed by a further 12 months. The Estate itself consists of such facilities as barracks, depots, aircraft hangers and naval bases, as well as training grounds and ranges. Also the MoD has direct managerial responsibility for 200 sites of special scientific interest, along with responsibility for over 1600 listed buildings and monuments. The NAO recognizes the operational challenges of managing such a large utility, but commends the MoD for developing a strategy that saw contractual arrangements deliver higher quality and estate rationalization, along with improved customer satisfaction. There had been a deterioration in the estate due to shortfalls in spending, and the use of traditional methods in the procuring and managing of estate services. The selling off of surplus land has earned the MoD £1.2 billion, and five new regional contracts have been signed to improve the estate. Insufficient funding due to conflicting defence priorities may hamper long-term efficiencies, and that there is more to be done to consolidate recent cultural changes in the organization of contracts for running the estate, especially the move towards large centrally-managed contracts.

Book excerpt: In 1999 the European Union introduced a Directive that require the UK to reduce the amount of biodegradable waste disposed of in landfill. By 2010 we have to landfill 75% of the amount landfilled in 1995. This figure reduces to 50% by 2013 and 35% by 2020. If the target is not met then the UK could be fined for non-compliance. So far DEFRA has spent £336 million on initiatives to reduce the amount of landfill, but reductions have been offset by growth in the amount of waste produced and there is a risk that the targets will not be met. An emphasis on recycling alone is not enough. DEFRA needs to focus on helping the 25 authorities that send most to landfill and help develop alternative waste facilities, as well as encouraging more households to recycle and compost. This examination of the problem is in four parts: 1) England needs to reduce the amount of biodegradable municipal waste disposed through landfill; 2) earlier delays I taking action made European Union targets more difficult to achieve; 3) without a step change in existing local authority plans, England will not achieve its share of the reductions in landfill the European Union requires by 2010 and 2013; 4) recycling and minimisation need to contribute more to reducing the amount of biodegradable municipal waste sent to landfill.

They are an integral and vital part of the United Kingdom's defence capability, making up some 11 per cent of the Iraq Operation TELIC manpower since 2003, for example. But the Ministry of Defence (the Department) faces a number of challenges in sustaining the future use of the Reserve Forces. All of the Volunteer Reserves are below strength, with the highest manning levels, at December 2005, in the Territorial Army at 81 per cent of current requirement. There are difficulties in providing training for Reservists, caused by problems with scheduling, resource constraints and the lower priority they are given. Turnover is high: many Reservists cite personal, family and employment pressures as reasons for leaving, but also reasons such as "inadequate support" and "no longer a challenge". The Department is not yet in a strong position to judge the cost-effectiveness of Reserve Forces: the NAO estimates the total cost of the Reserves as £440 million, implying that the approximate cost of a member of the Territorial Army, for example, is some £10,000 a year when not deployed, compared with a cost of £55,000 a year for a soldier in the Regular Army. The costs for Reserves are not full costs, so should be treated with care, but the comparison suggests that the use of Reserves is a cost-effective option where that use does not impact adversely on their availability for future requirements or on Reservists, their families and employers. The NAO makes thirteen recommendations concerning recruitment, training, costs, performance, retention, and welfare and support services.
