Available in PDF, EPUB and Kindle. Book excerpt: Weather has broad and significant effects on the roadway environment. Snow, rain, fog, ice, freezing rain, and other weather conditions can impair the ability of drivers to operate their vehicles safely, significantly reduce roadway capacity, and dramatically increase travel times. Multiple roadway activities, from roadway maintenance and construction to shipping, transit, and police operations, are directly affected by inclement weather. Some road weather information is available to users currently, however a disconnect remains between current research and operations, and additional research could yield important safety and economic improvements for roadway users. Meteorology, roadway technology, and vehicle systems have evolved to the point where users could be provided with better road weather information through modern information technologies. The combination of these technologies has the potential to significantly increase the efficiency of roadway operations, road capacity, and road safety. Where the Weather Meets the Road provides a roadmap for moving these concepts to reality.

That means that he knows that at one particular period of the year, he is going to be subject to ice, snow and cold temperatures. He is also going to face blizzards and storms. As man has not been built by nature to curl up in a warm cave and hibernate throughout the winter like more sensible animals, the onset of winter brings with it the heightened sense of self-preservation. In olden days, all man could do was huddle into a corner, around the fire, and keep praying for the blizzard to stop. During this time, he survived on the food that he had stored in his cave or in his place of shelter during the more clement and temperate months of the year. As time went by man found that it was easy to transport himself and his family to other places, on horseback, or in a cart. And that is why he managed to look for more temperate regions – where the weather was not so harsh – before the onset of winter. But as time went by, nature still kept to her rules of a harsh winter, but mankind did not learn much in terms of common sense. In fact, he persisted on going out in the cold, instead of staying under shelter. And that is why the popular melodramatic cliché of someone turned from a doorstep on a harsh winters evening remained a popular theme in theaters. Even today in 80% of the popular escapist novels, the dumb, but beautiful heroine (single and pregnant in 90% of the cases, according to manuscript submission requirements, goes driving in a blizzard. – I told you that she is dumb – And the multibillionaire hero rescues her. And there is going to be a happily ever after, on page 186, because he is going to marry her. And there we are, we have just wasted our money on another thoroughly idiotic novel.) In real life, she would have died of hypothermia, because she is not well clothed, does not have fuel and has been buried in a snowdrift.

Book excerpt: There is great potential for improvements in traveler safety and satisfaction as new sources of information are incorporated into advanced analytics and prediction systems. It is critical for transportation agencies to be able to monitor weather conditions in real-time as well as over the long-term for purposes of maintenance, planning, and performance evaluation. Travelers also use this information to plan their routes, make decisions on timing, and improve their awareness of potential hazards. A machine learning model was developed in this project to automatically estimate winter driving conditions in real-time using weather information as input. This system can provide rapid updates of changing conditions and help reduce the effort required to report driving conditions during intense winter storms. The system performed well in an experimental evaluation during the 2017-18 season. Seasonal analyses of winter precipitation that incorporated crowd-sourced observations were also generated and displayed significant differences from previous research.
