Yet as Canada expanded westward and colonized First Nations territories, liberalism did not operate to advance freedom or equality for Indigenous people or protect their property. In reality it had a markedly debilitating effect on virtually every aspect of their lives. This book explores the operation of exclusionary liberalism between 1877 and 1927 in southern Alberta and the southern interior of British Columbia. In order to facilitate and justify liberal colonial expansion, Canada relied extensively on surveillance, which operated to exclude and reform Indigenous people. By persisting in Anglo-Canadian liberal capitalist values, structures, and interests as normal, natural, and beyond reproach, it worked to exclude or restructure the economic, political, social, and spiritual tenets of Indigenous cultures. Further surveillance identified which previously reserved lands, established on fragments of First Nations territory, could be further reduced by a variety of dubious means. While none of this preceded unchallenged, surveillance served as well to mitigate against, even if it could never completely neutralize, opposition.

Kenora, Ontario, was home to a four-hundred-person march, popularly called "Canada's First Civil Rights March," and a two-month-long armed occupation of a small lakefront park. Canada's Other Red Scare shows how important it is to link the local and the global to broaden narratives of resistance in the 1960s; it is a history not of isolated events closed off from the present but of decolonization as a continuing process. Scott Rutherford explores with rigour and sensitivity the Indigenous political protest and social struggle that took place in Northwestern Ontario and Treaty 3 territory from 1965 to 1974. Drawing on archival documents, media coverage, published interviews, memoirs, and social movement literature, as well as his own lived experience as a settler growing up in Kenora, he reconstructs a period of turbulent protest and the responses it provoked, from support to disbelief to outright hostility. Indigenous organizers advocated for a wide range of issues, from better employment opportunities to the recognition of nationhood, by using such tactics as marches, cultural production, community organizing, journalism, and armed occupation. They drew inspiration from global currents - from black American freedom movements to Third World decolonization - to challenge the inequalities and racial logics that shaped settler-colonialism and daily life in Kenora. Accessible and wide-reaching, Canada's Other Red Scare makes the case that Indigenous political protest during this period should be thought of as both local and transnational, an urgent exercise in confronting the experience of settler-colonialism in places and moments of protest, when its logic and acts of dispossession are held up like a mirror.

In many ways this is a story of successive governments, ambitious politicians, diligent bureaucrats, and endless library reports straddling the decades. Their aim appears to have been making even better a system that, despite weaknesses, was clearly the best in Canada. Three distinctive trends emerged in Ontario librarianship after the 1930s: first, a growing sense of professionalism in librarianship; second, an enhanced sense of belonging to a pan-Canadian library movement that in 1946 would result in the formation of the Canadian Library Association; and third, a heightened awareness of the competing demands of high culture and popular culture. Public libraries became an important vehicle for promoting community, albeit with competing visions of “space and place,” as Canada generally and Ontario specifically experienced post-World War II immigration and the baby boom. As libraries approached the 21st century, the concerns of digital formats and the all-encompassing Internet intertwined to alter the book-centric "bricks and mortar" world of libraries. Nonetheless, public libraries were well placed to survive this new threat, just as they had with the challenges of radio, television, and telecommunication challenges in the 20th century.
