Book excerpt: The French administrative language of the European Union is an emerging discourse: it is only fifty years old, and has its origins in the French administrative register of the middle of the twentieth century, but it is also a unique contact situation in which translation has always played a pivotal role. Using the methodology of corpus linguistics, and a specially compiled corpus of texts, covering a range of genres, this book describes the current discourse of EU French from the perspective of phraseology and collocational patterning, and in particular in comparison with its French national counterpart. Corpus methodology and an inclusive notion of phraseology, embracing typical formulae, locutions, and patterning around keywords, reveal subtleties and patterns which otherwise remain hidden, and point to a discourse of EU French whose novel context of production has led it to be phraseologically conservative, compared with the administrative French of France.

Book excerpt: Convinced that education was one of the essential keys to the renewal and growth of their communities, revitalized Francophone organizations and leaders lobbied for constitutional entrenchment of official bilingualism and of a mandated Charter right to education in their own language, including the right to governance over their own schools and school boards. Having achieved their objectives in the 1982 Charter of Rights and Freedoms, Francophone provincial and national leaders learned the techniques of micro-constitutional politics to convince the Ontario, Alberta, and Manitoba provincial governments to implement full and unfettered school governance by and for Francophone minority communities. These communities received the backing of Canada's Supreme Court, which gave a collectivist and remedial interpretation to the Charter's official language minority education rights section 23. The Canadian government assisted the Francophone minority in two ways: it made funds available to Francophone organizations and parents via the Court Challenges program and it signed lucrative financial agreements with the provinces to help defray the additional costs of establishing French-language schools and school boards. While the Francophone minority communities were pursuing implementation of their section 23 Charter rights, they found themselves drawn into the mega-constitutional negotiations and ratification procedures surrounding the controversial Meech Lake Constitutional Accord, 1987-90, and the omnibus Charlottetown Consensus Report, 1990-92. During the Quebec/Provincial Round, their Charter rights remained intact when the Meech Lake Accord failed to obtain ratification. During the Canada Round, they managed to obtain recognition of their conception of a pan-Canadian cultural and linguistic duality which helped minimize the constitutional and political impact of the Quebec government's insistence upon a territorial conception of duality, that is, an asymmetrical Canada/Quebec federation. When Canadians rejected the Charlottetown deal, neither conception achieved formal constitutional recognition. Nevertheless, Canada's Francophone minority communities were regenerated by the intertwined developments of constitutional renewal and their winning of school governance. A new, vigorous Francophone pan-Canadian national community emerged, one capable of ensuring the survival of its constituents communities well into the twenty-first century.

The authors share a common interest in applying to the study of Latin the conceptual framework of contemporary linguistics, mainly, but not exclusively, the theoretical tools of functional grammar and of the newest trends in pragmatics. Most studies envisage Latin in its synchronic functioning, but some papers embrace diachronic processes, from the archaic period to late and even pre-Romance stages. The volume is divided in several sections: “Phonology and Morpho-syntax” includes one paper on phonology (Fr. Biville) and three on morphology (G.C.L.M. Bakkum, G. Haverling, P. Manuel Suárez). Problems of the syntax of the simple sentence, often in relation to word order phenomena, are discussed in seven articles in Section 2 (Ch. Elerick, H. Fugier, Jan R. de Jong, Marius Lavency, E. Rizzi and P. Molinelli, Hannah Rosén, M.H. Somers). The grammatical problems of the complex sentence were examined by a great many participants of the colloquium, and the third section, “Subordination”, presents eight of those papers (Gu. Calboli, P. De Carvalho, P. Cuzzolin, J. Dangel, S. Mellet, J.A.H. Mensink, P. Ramat, E. Vester). The section on text cohesion and particles — an almost traditional field of research in new Latin linguistics — includes papers by A.M. Bolkestein, C. Kroon, R. Risselada, and M.E. Torrego. The final section, “Problems of the Lexicon”, devoted to the historical-comparative or semantic descriptive analysis of lexical elements, contains four articles (R. Coleman, B. García Hernández, L.
