Joint Vision 2010 builds upon information age advances to transform the traditional functions of maneuver, strike, protection, and logistics into four new operational concepts: (1) dominant maneuver, (2) precision engagement, (3) full dimensional protection, and (4) focused logistics. This paper defines dominant maneuver as American maneuver warfare for the early 21st century. The roots of modern U.S. maneuver theory are found in the German school of maneuver warfare. The U.S. Armed Forces learned the value of properly integrating operational concepts with technological advances from the German combat experiences in both world wars. Three considerations were key to the successful employment of German maneuver warfare in World War 2. Auftragstaktik provided decentralized execution through task oriented orders to increase freedom of action and initiative. Schwerpunkt required decisive strength at the focus of effort. Finding surfaces and gaps ensured placing Schwerpunkt against the enemy weakness. The current U.S. concept of maneuver is very similar to the German maneuver concept in World war 2. American maneuver theory and doctrine urge careful thought on the considerations of maneuver warfare and highlight the impact of technology. Information age intelligence, command and control, engagement, and mobility technological advances transform maneuver into dominant maneuver and permit the employment of more dispersed forces. In the end, however, only the commander can make this new concept dominant in battle. U.S. Armed Forces employing dominant maneuver will have a tremendous advantage over opponents across the range of military operations.

Book excerpt: This study analyzes the concepts of dominant maneuver and precision engagement at the operational level of war as defined in Joint Vision 2020. The analysis begins by establishing the relationship between today's geostrategic environment, national security trends, and America's limited wars from 1950-2000. Once that relationship is established, the doctrinal concepts contained in Field Manual 3-0, Operations (DRAG Edition) are shown to be synchronized with the Chairman's, Joint Chiefs of Staff, vision for future warfighting contained in Joint Vision 2020. German historian Hans Delbruck's two strategies of warfare: annihilation and exhaustion, and American military theorist Robert Leonhard's concepts of attrition and maneuver are examined to establish the relationship between theory and doctrine. The concept of dislocation is discussed to demonstrate that an enemy can be defeated decisively through the indirect approach of destroying or neutralizing his critical vulnerability. Then, US military operations from Korea, Vietnam and Kosovo are analyzed to demonstrate that the American way of war in the last 50 years was firepower intensive and attrition oriented. A review of US Army doctrine from 1973-2000 revealed that maneuver and firepower remain complementary combat dynamics. This study then recommends a proposed operational maneuver concept relevant to limited wars in the precision engagement era based on the theories of Hans Delbruck and Robert Leonhard. Finally, this study concludes that precision engagement has not advanced to the point where it will be the dominant concept at the operational level in America's future limited wars. It is the author's opinion that dominant maneuver remains the overarching concept at the operational level and that precision engagement remains an enabler.

These smaller, lighter forces will be quicker to deploy and require a significantly smaller footprint and logistics tail than forces such as those the United States deployed to Southwest Asia for Desert Shield and Desert Storm. One suggested implication of this new doctrine is that the main battle tank (MBT) will become obsolete and that its role on the battlefield could be better preformed by the attack helicopter. This obituary of the tank is premature. The MBT now provides, and will continue to provide the operational commander with capabilities that are unique and complementary to attack helicopters and precision munitions. For the operational commander, capability is a question of balance. Balanced capabilities provide choice and choice ensures options that bring success across the flill spectrum of military operatiohs.

Book excerpt: This Strategic Research Paper investigates the theoretical and historical foundations of emerging effects-based operations concepts. Its goal is to determine the validity of such operations and the consequent implications for dominant ground maneuver. Many of the recent versions of effects-based operations argue that advances in stealth, precision engagement, and sensor technology have enabled strategic bombing to produce strategic decisions without dominant ground maneuver. The paper concludes that such thinking misreads a historical warfare lethality trend in a potentially dangerous effort to vindicate the Air Force doctrine of strategic attack. However, the ever-increasing precision and consequent lethality of all weapons will continue to impact ground maneuver, potentially allowing smaller ground force engagements and earlier exploitation of industrial age adversaries. Such a paradigm may well prove less effective at the lower end of the conflict spectrum where guerilla type forces do not present the physical targets for precision elements to attack. The paper also assesses effects- based thinking and contrasts tactical and strategic environments that might encompass such thinking. It concludes that the analytical nature of effects-based thinking is suitable for strategic decision making, but less applicable at tactical levels where standard operating procedures and hard training are the true determinants of success.

What is maneuver, in the Joint Vision (JV) 2010 sense, and what makes it dominant? To answer these questions, the monograph studies three stages in the evolution of warfare. The study shows that the objective of maneuver is to gain a decisive advantage in time and space. Critical elements that shape maneuver include command and control, equipment, and logistics. However, technology is not the whole answer. Militaries apply technological advances through innovative doctrinal and organizational approaches to gain a decisive advantage. Significant changes in doctrine and organization occur only when a military recognizes and responds to changes in the relevant military operational environment. These include changes in national policy, technology, and methods of warfare. The monograph then analyzes changes in the current environment. This demonstrates that the objective of maneuver remains constant. However, maneuver becomes decisive when a joint force commander orchestrates simultaneous and successive precision operations with small, tailored organizations and achieves operational objectives. if in these operations the commander can achieve the maximum or near maximum capability of his forces and negate that of his opponent's, then he can execute a dominant maneuver.

A hypothesis is developed predicting that heavy forces are insufficient to conduct future dominant maneuver. Three historical case studies are used to test the hypothesis. The analysis confirms that mobility, speed differential, and deployability are trends of success. Absent these, even technology and firepower are insufficient to generate success. A discussion of the implications and an air maneuver alternative is offered, as are suggestions for additional research. The study promotes the development of future forces based upon maneuver principles, and provides an alternative force that theoretically would meet the requirements of future dominant maneuver.
